Following 35 years work for the Kansas Division of Water Resources (DWR), including 12 years as its Chief Engineer, I founded Kansas Water Resources Consulting to offer relevant and practical services in the areas of water rights assistance, and support to on-going water conservation activities in areas of declining water resources. I am licensed to practice engineering in Kansas with a BS in Civil Engineering and MS degree in Water Resources Engineering from the University of Kansas.As Chief Engineer of the DWR, I was responsible for the administration of laws and programs related to the conservation, management, use and control of water in Kansas. I represented the State of Kansas on several intrastate interstate boards and commissions dealing with water resources. I also have 15 years as an interstate engineer and five years heading DWR’s dam safety program.This experience included extensive involvement in complex litigation in the Kansas v. Nebraska and Colorado case, which successfully enforced the terms of the Republican River Compact, including testifying as an expert witness before a Special Master appointed by the U. S. Supreme Court.I have significant experience in dispute resolution processes and can provide technical support and administrative experience that may help other entities resolve water problems and disputes. I led our technical team during the KS v. NE and CO case that successfully reached a settlement and decree approved by the U. S. Supreme Court. I also led the Kansas team in negotiating Kansas first tribal water right settlement with the Kickapoo nation and numerous agreements with the state of Colorado on our compact on the Arkansas River.With respect to groundwater management, I assisted with the development and implementation of new tools to address the declines including Local Enhanced Management Areas (LEMAs) and Water Conservation Areas (WCAs). I led DWR in developing and refining tools to evaluate impairment complaints and to assess the potential for impairment for water right changes in point of diversion and proposed flexibilities allowed under proposed WCAs.I assisted the state of Kansas and its groundwater management districts in the development of regional groundwater models and has led the Division in practical applications of groundwater models and model data to find solutions to real world problems and inform water management decisions including determinations of water availability and much more.

Supervised the work of technical staff of the interstate water issues program and technical consultants for Kansas; developed the budget for the program; and performed the following functions:Republican River Compact:• Engineering committee representative since 1994.• Developed proposals/supporting data for KS presentations to the Compact Administration.• Lead technical representative in facilitated negotiations of 1995-1997.• Technical support for Kansas filing in Kansas v. Nebraska and Colorado.• Acted as custodian of records for this litigation.• Lead technical representative in settlement discussions, 2001-2002. Co-author of the Accounting Procedures adopted in the settlement.• Member, Modeling committee in settlement discussions, 2002-2003.• Worked with other committee members to develop annual accountings and resolution of differences.Kansas-Colorado Arkansas River Compact: • Lead technical representative for Kansas in negotiations with the Colorado to resolve John Martin Reservoir accounting disputes.• Oversaw study to develop methods to quantify transit losses between John Martin Reservoir and the KS-CO stateline and to determine methods for computing Colorado deliveries.Missouri River:• Reviewed the Corps of Engineers Missouri River mainstem reservoirs Master Manual Revisions• Assisted/represented the Chief Engineer in matters related to the Missouri River Basin Association • Participated in states negotiations regarding revisions to Missouri River navigation rule curves• State representative, Spring Rise Plenary work group; lead the hydrology technical work group, 2005-2006.Other duties:• Middle Arkansas River groundwater model technical advisory committee.• GMD 4 groundwater model technical advisory committee.

Head Of Dam Safety UnitKansas Division Of Water Resources Jan 1987 - Jan 1992Supervised and participated in the work of Dam Safety Unit in reviewing plans for proposed dams, construction inspections, and on-going safety inspections of high and significant hazard dams in Kansas. Reviewed and responded to questions and complaints of the public. Worked with local Watershed Districts to create, review, modify and approve general plans as well as approve specific projects.
