Position Held: Senior Environmental Planning Specialist working on the Master Plan for the Yanbu Industrial City.Accomplishments: I assembled demographic and industrial data from multiple sources to estimate current and future population and industrial activity for the Yanbu Industrial City. This included developing a cohort survival model from scratch. On a short lead time I developed a qualitative decision-making matrix to structure the selection of asbestos disposal options and facilitated a multi-cultural group in using the matrix to select the appropriate option.I prepared a strategic environmental analysis for the Yanbu Industrial City using European models as a template for assessing the environmental impacts for eleven key economic initiatives anticipated during the next fifteen years. The environmental analysis uses a structured qualitative decision-making tool to evaluate and rank the environmental impacts of these projects. To complete this process I made policy level recommendations to minimize or mitigate the expected impacts. I prepare budgets, manage projects, interact with citizens, consulting engineers, other agencies, and elected officials.Accomplishments: I lead the team that re-wrote the MPO’s bylaws to better define roles and responsibilities of the Board of Directors and staff committees, comply with the North Carolina Open Meetings Law and the state ethics requirements for elected officials and staff members. I instituted a two stage structured approach to project selection that considered both quantitative and qualitative factors and ensured that all Board Members received an equal say in project selection and funding. I instituted a structured approach to qualifications based consultant selection that made the selection criteria for consultants explicit, limited the popularity contest aspect of consultant selection, and provided clear understandable rankings for consultant debriefs. I developed heat maps to clearly show the differences between project options. I analyzed the budget of a failing transit system and advised Board Members on options for saving the system. I statistically analyzed the differences between two traffic forecasts for the same project and developed a method for evaluating the conflicting information and sharing it with the MPO and the state DOT.

McClancy Engineering is a forensic and structural engineering practice focusing on the residential and light commercial market. In this capacity I evaluate the reasons for structural failures, design repair solutions, and prepare reports to nontechnical clients on the results of investigations.

This position performed travel demand modeling, transportation related research, traffic forecasting, indirect and cumulative effects analysis, project management, business development, report writing, and formal presentations.

This position manages the North Carolina Department of Transportation's efforts to comply with the transportation conformity requirement of the Clean Air Act of 1990 and the Intermodal Surface Transportation Efficiency Act of 1991. Key duties included assuring conformity of seven long range transportation plans and transportation improvement programs with the State Implementation Plan and implementation of the Congestion Mitigation Air Quality Program. This position requires a high degree of technical competence couples with strong interpersonal skills. Each conformity analysis is a deadline driven project that requires successfully developing a process successfully implementing the process with at least six agency partners and up to twenty individuals. Failing to meet the deadline will delay funding for one or more transportation projects. This is a highly visible position requiring strong project management skills, proactive assessment of issues, and the ability to deal effectively with decision makers and agency representatives with different priorities. This position requires a good understanding of travel demand modeling, transportation programming, air quality regulation, atmospheric chemistry and the ability to communicate these technical issues to non-specialists in an understandable form without sacrificing accuracy. This position routinely prepared presentations for local policy boards, professional societies, and the Board of Transportation. This position could also be required to report of agency heads such as the Secretary of Transportation, the Secretary of Environment and Natural Resources, legislative committees or, occasionally the Governor's office.

Key duties of this work assignment include development of long range transportation plans, and travel models for metropolitan planning organizations, small urban areas, and counties. Performing this task requires a good understanding of transportation planning, urban development, land use, federal and state transportation policy, and travel demand modeling. Routine tasks in this position include development of travel demand models, benefits cost analysis, evaluation of environmental issues, preliminary design, traffic forecasting and presentations to local policy boards. Planning Engineers routinely work with other sections of NCDOT and with local staff and decision makers to develop and implement transportation plans. In addition Planning Engineers represent NCDOT to local policy boards such as town council, county commissioners, and MPO boards.

Highway Maintenance Engineers are responsible for maintaining and improving the highway system in one or more of North Carolina's counties. The job duties are similar to those of a grading or asphalt contractor. This includes cost estimates, scheduling, project management and implementation of highway projects up to $500,000. Personnel related duties include hiring, promotion, training, retention, and discipline for up to sixty employees. Maintenance Engineers are also responsible for emergency planning and response to snow storms, hurricanes, and major transportation incidents that close or limit capacity on one or more facilities. Maintenance Engineers are required to deal effectively with both the general public and elected and appointed decision makers while implementing Departmental policies and goals.

This position involved preparing signing and traffic control plans for major highway projects in North Carolina. Key skills include drafting, familiarity with the Manual of Uniform Traffic Control Devices and understanding of human factors as they apply to perception and understanding of traffic control devices and traffic marking both on completed facilities and facilities under construction. Preparation of traffic control plans on construction projects also requires understand of construction phasing and construction methods.
