This included developing a cohort survival model from scratch. On a short lead time I developed a qualitative decision-making matrix to structure the selection of asbestos disposal options and facilitated a multi-cultural group in using the matrix to select the appropriate option.I prepared a strategic environmental analysis for the Yanbu Industrial City using European models as a template for assessing the environmental impacts for eleven key economic initiatives anticipated during the next fifteen years. The environmental analysis uses a structured qualitative decision-making tool to evaluate and rank the environmental impacts of these projects. To complete this process I made policy level recommendations to minimize or mitigate the expected impacts. Executive Director High Point MpoCity Of High Point Mar 2006 - Oct 2013High Point, North Carolina.I prepare budgets, manage projects, interact with citizens, consulting engineers, other agencies, and elected officials.Accomplishments: I lead the team that re-wrote the MPO’s bylaws to better define roles and responsibilities of the Board of Directors and staff committees, comply with the North Carolina Open Meetings Law and the state ethics requirements for elected officials and staff members. I instituted a two stage structured approach to project selection that considered both quantitative and qualitative factors and ensured that all Board Members received an equal say in project selection and funding. I instituted a structured approach to qualifications based consultant selection that made the selection criteria for consultants explicit, limited the popularity contest aspect of consultant selection, and provided clear understandable rankings for consultant debriefs. I developed heat maps to clearly show the differences between project options. I analyzed the budget of a failing transit system and advised Board Members on options for saving the system. I statistically analyzed the differences between two traffic forecasts for the same project and developed a method for evaluating the conflicting information and sharing it with the MPO and the state DOT. -
