Led a 110-person team performing the functions of project management, system engineering, software maintenance, supply support as well as modification, configuration and technical data management. Directly responsible for planning, programming, and executing an annual budget in excess of $24 million. Dramatically increased system operational availability by revising the support system.

Program Management AssessmentsEvaluated major Air Force acquisition programs for the Air Force Inspector General. Recommend program and process changes. Conducted special reviews on program cost & operational effectiveness analysis, pollution prevention, system supportability, and source qualification. Also conducted special Inspector General Inquiries on formal complaints. Designed and built division intranet management information system. This system was adopted as the standard system throughout the Air Force Inspection Agency.

Policy and Resource AllocationEstablished space logistics policy for the United States Air Force. Developed and implemented over-arching policy for acquisition and support of Air Force space, atmospheric, and counter-drug systems. Allocated modification and support resources on Headquarters Air Force Space, Nuclear Deterrence, Command, Control, Communication & Intelligence Resource Allocation Team. This team controlled 33% of the United States Air Force budget.

Managed technical support on 83 acquisition programs in the areas of Reliability & Maintainability (R&M), Logistics Support Analysis (LSA), and Computer aided Acquisition and Logistics Support (CALS). Served on HQ USAF panels in these areas. Established standard R&M terms used for Air Force space systems.

International Program ManagementManaged multi-billion dollar international agreements between the Kingdom of Saudi Arabia and the United States of America. These agreements supported foreign military sales contracts on aircraft and communication-electronic systems. Evaluated contractor compliance with contract terms and conditions. Coordinated contract changes with Headquarters Royal Saudi Air Force.

Wrote system specifications and statement of work provisions. Monitored contract compliance on five ground based sensor programs worth close to a total of one billion dollars.
