Managed outsourcing contracts from Statement of Work to Contract and Payments and developed strategies to manage off-site talent.Managed development of ULA’s first enterprise-wide Risk, Issues and Opportunities system. Managed project to integrate existing Mission, Risk and End Item Description engineering data and applications into Teamcenter (two-way updates). Developed Teamcenter and Oracle reporting using eQube BI (Teamcenter Reporting and Analysis, TcRA).

Project required consolidation of multiple in-house data centers across several facilities into a single outsourced center for all mission-critical engineering computing resources. My planning and risk management identified a critical latency flaw in the move strategy, leading us to adopt a different data center plan that resulted in a successful, safe and on-time deployment with very little impact to engineering.

Program manager for design and development of ULA’s first Enterprise Data Warehouse and Cognos reporting system, which implemented a mix of Agile and Scrum development frameworks to integrate complex data that was mastered throughout the entire value stream. Influenced executives to sponsor the program, persuaded non-IT business managers from departments across the enterprise to directly support the effort with their people (with zero cross-charging) and built a team to produce a customer-driven reporting system. Directly accountable to 3 ULA vice presidents.

IT trouble tickets for our collaboration systems were greatly in arrears, with hundreds of tickets regularly in backlog. Drove process improvements that took the backlog to an average of less than 10 tickets within 6 weeks with no additional resources. Project extended to include system upgrades and integrations.

Led the ULA effort to have our Evolved Expendable Launch Vehicle (EELV) rocket models displayed prominently at the Smithsonian Institute. Successfully negotiated directly with Smithsonian curators to allocate a strategically important and prominent high-traffic position near the engine section of space shuttle Discovery at the Smithsonian’s Hazy center, where the EELV rocket model displays still reside. Prior to my involvement, every effort with the Smithsonian had failed.

After ULA applications were separated from the parent companies, we began an initiative to consolidate duplicate functions. I was the project manager for 12+ application and data source consolidations throughout the company.

The ULA joint venture was conditionally approved by the FTC and subject to a Government Consent Order, which required ULA to separate all IT applications and networks from the parent companies (Boeing and Lockheed). During ULA stand-up, I managed a team of 12 project managers and 70 people (both technical and business) across 3 companies and several contracting organizations in performing the 2-year IT application separation program, which successfully analyzed, mapped and moved nearly 900 applications from the parent companies to the ULA network. I acted as primary business contact, chaired the project change management board and operational readiness reviews, and met all the requirements of the FTC consent order.

Project manager of the Boeing HR identity management change-over in support of the Joint Venture’s “Day 1.” This required project coordination between Boeing corporate HR, the IT identity management group, and Boeing divisions worldwide with a 100% “must-work” requirement and a deadline that could not move. Received Boeing Joint Venture award.

Organized and facilitated formation of United Launch Alliance as Boeing IT Deputy Program Manager. Developed and managed the integrated master schedule between 3 companies during the formation of the joint venture. Partnered with the parent companies (Lockheed and Boeing), future ULA Executives and Government Federal Trade Commission Compliance team. Reported out daily to the Boeing vice president of the Delta IV program.

IT Project manager to the X-37 spaceplane’s signal management program. Recruited to put troubled project with failing data systems back on schedule. Developed recovery plan and saved the deadlines. Nominated for Boeing Technical Fellowship (Project Management).Inductive Data Transformation: Project manager of the team that developed the innovative Inductive Data Transformation Method, which Boeing took to the US Patent office. Use of that Method at Boeing estimated to have saved over $2 million in data processing.Delta IV Mission Database Project: Project manager, technical lead, and System Responsible Engineer for Delta IV rocket ground system mission database, an integrated Oracle database with a web front-end, which captures details about the Delta IV rocket ground command, control and communication system for the primary purpose of commanding the ground equipment and displaying vehicle telemetry.
