About Dawn Breen

I am a mid-career professional currently serving as Project Program Manager IV (PPM IV) for King County's Department of Adult and Juvenile Detention (DAJD). I have 10 years experience as a project manager, and my work primarily includes managing small (2-6 persons) projects. I held a Project Management Professional (PMP) certification and TS-SCI clearance, although both have lapsed as my current job does not require them.Within the administrative group my role is to jump in where I am needed. I often support operations staff to assess their procedures and change as needed. I do a bit of report writing, a bit of briefing to agency and county leadership, and even a bit of federal grant application and management. My past experience includes providing strategic planning, program evaluation, and acquisitions analysis support to federal and non-federal clients (e.g., DoD, DHS, FDA, NIST, DOS, WHO), with special interest in health and science. I supported applying for contracts and was part of these contracts from start to finish. For larger, longer term contracts, we often formed and facilitated multidisciplinary groups for specialized analysis. A good example is the conduct of tabletop exercises.
