Handled employee relations, terminations, performance management and investigations. Recruited and staffed 911 Emergency and non-emergency call centers, payroll, police investigative units, and business operations units. Oversaw union contract compliance, labor relations and managed grievance process.* Spearheaded massive hiring of civilian personnel to fill administrative positions occupied by uniformed officers. Analyzed officer-held administrative positions, identified job duties and qualifications needed, created job descriptions, and filled positions with qualified civilians. Officers returned to normal policing duties. This initiative brought up cultural issues such as the reluctance of officers to return to policing and negative responses to civilians joining the team. Over 100 officers returned to normal policing duties and civilians brought skills that enhanced the position.* Developed enhanced hiring process for 911 Emergency Operators. During the hiring process, candidates listened to taped 911 calls, involving a child in distress, one requiring the operator to instruct the caller in administering CPR, and one during which an police officer was killed. This focus on presenting a realistic view of the job resulted in reduced turnover and burnout.
