Sole in-house attorney representing former Board of Education (12/87-12/01) and School Reform Commission (12/01-6/18) under various Superintendents, Deputy Superintendents and CEOs (including William Hite, Jr., Ed.D., Arlene Ackerman, Ed.D., Constance Clayton, Ed.D., Leroy Nunery, Ed.D.,, and Paul Vallas), and Offices of Capital Programs, Facilities Management and Operations, and Environmental Management and Services regarding contract matters, disputes, claims and litigation for multi-year, multi-billion dollar Capital Improvement Programs (CIPs) covering design, construction, environmental and facility services projects. Also represented Office of Real Property Management negotiating and preparing license and lease agreements. In-house attorney providing legal services to URS Corporation (2003-2007) in support of its Professional Program Management Services Contract for over $2 billion CIP during tenure of past CEO Paul Vallas.Assist, direct and manage outside legal counsel handling delay and defective work construction litigation, surety bond claims and liquidation, professional liability claims/lawsuits, and bankruptcy litigation.Developed and drafted business policy, procedures and program for Small Contractors Capital Maintenance Work Program for past CEO Paul Vallas, originally adopted by School Reform Commission on 5/24/06 and renewed on 8/24/11. During program development, led and managed combined team of Philadelphia School District facility operations, construction, procurement, finance and risk management personnel and Partners African-American Chamber of Commerce, Willis of Pennsylvania, Inc. and West Insurance Group personnel, and participated in in-house insurance and surety bonding seminar.Obtained Court Orders exempting Philadelphia School District from prompt payment statutes, thereby saving millions of dollars from 2002 to present date in interest, penalties, attorneys' fees and expenses due to late payments on construction projects.
