In her role as Chief Compliance Officer, Dawn Rock oversees Encompass Health's (formerly HealthSouth) compliance program on a national level, ensuring the company's adherence to state and federal healthcare laws and HIPAA and reinforcing it's commitment to the highest standard of business integrity. A member of Encompass Health's senior management team, her primary responsibility is the development and implementation of strategies to guide and maintain an effective corporate compliance program. Dawn also oversees Encompass Health’s Ethics & Compliance department, which is responsible for providing and maintaining the Standards of Business Ethics and Conduct as well as other policies and procedures that are specific to identified compliance risk areas.

Dawn Rock served as Vice President of Regional Compliance and the Research Integrity Officer for Kaiser Permanente of Georgia. In her role as the VP of Regional Compliance, she was responsible for the development, implementation, and ongoing refinement of a compliance infrastructure designed to identify, mitigate, and manage risks throughout the organization while identifying opportunities to enhance organizational performance. Dawn led the regional effort to ensure compliance with Medicare regulations, environmental health and safety standards, accurate coding and billing guidelines, fraud, waste and abuse prevention protocols, privacy and security regulations, and a myriad of additional regulatory, organizational, or accreditation requirements. A strong focus was placed on the development of compliance strategies and initiatives that emphasized ethics and integrity in addition to adherence to legal obligations. In her role as the Research Integrity Officer, Dawn was responsible for responding to, investigating and, when applicable, reporting research misconduct. Her duties also included serving as the Conflicts of Interest Official and Regional Accountable Official for the Center for Health Research Southeast, Kaiser Permanente of Georgia's research division. Dawn received both her juris doctor and health law certification from the University of Maryland Carey School of Law. She holds a bachelors of arts in social work from the University of Maryland Baltimore County. She is also certified in health care compliance and health care privacy compliance by the Health Care Compliance Association. During her tenure at Kaiser, Dawn served on the Board of Directors of Families First, the leading non-profit family service agency in Georgia, where she co-chaired the Advocacy Committee. Families First's 'Rock-Jennings Scholarship for Young Mothers' is named for Dawn and her sons, Les and Justin Jennings.
