Manage Operations of the Texas Regional Fusion Center, train and supervise a 21 person staff for Commanding Officer Marine Safety Unit and Commander Task Unit Galveston in support of homeland security operations. Direct operations of 2 Navy Patrol Craft, 4 Coast Guard Cutters, 4 Helicopters and 8 Small Boats to coordinate homeland security for 7 ports in Southeast Texas and Southwest Louisiana during Operations Neptune and Liberty Shield. Establish and enforce security zones for high risk areas. Develop guidelines for Regional Fusion Center operations. Provide an effective industry government liaison. Obtain qualifications as Contingency Preparedness Officer, On-Scene Coordinators Representative, Marine Casualty Investigator and Command Duty Officer. Provide surveys and investigations for insurers of vessels and their cargoes, creating detailed reports including estimates of damages observed, cost of repairs, and corrective actions. Find a means of disposal for damaged goods or totalled vessels including salvage sales. Manage oil spill responses and provide cost documentation. Provide research and consulting services to underwriters and attorneys on vessel design, operation, personnel competency, and cargo carriage condition. Provide expert witness reports and testimony for civil litigation. Successfully manged over 650 vessel surveys.

Monitored subcontractor compliance during offshore construction phase of a brine disposal pipeline and provided daily progress reports. Obtained launch and salvage services; planned and executed positioning of equipment used on the work site. Maintained customer and regulatory body relations.
