Perform cost estimating, scheduling, claims analysis, etc. for the construction management industry. Previous tasks include master scheduler for Commander Navy Installation Commands (CNIC) 2005 BRAC program. Developed and maintained schedule working with several project managers to include Navy led work and Navy involved work through September 2011. Prepared schedule and cost estimates for FEMA directed scenarios. Prepared schedules for construction contractors during both during the bid phase and procurement phase of projects. Performed delay and issue analysis for client. Prepared written analysis that included precedent based recommendations. Negotiated delay, productivity and specific issue claims on clients’ behalf. Clients to date have included CACI, CMDR Associates, Inc. and Raytheon.

Managed all aspects of construction, working with clients to ensure that projects met specified requirements and were delivered on time, at or below budgeted costs. Worked with Attorneys and Surety companies to facilitate the release of bonds; developed scope, solicited bids, selected Contractor(s), inspected and accepted work, coordinate payment. Developed resource loaded CPM schedules for construction and non-construction related projects. Reviewed schedules prepared by contractors and others recommending changes as necessary. Prepared cost estimates at all stages of projects: from concept through project completion. Performed constructibility reviews of facility and transportation projects. Performed cost analyses and validation of estimates for siting alternatives and facilities. Coordinated sub-contractor’s schedules for accelerated deployment. Reviewed submitted plans for completeness, correctness and constructability recommending any necessary changes. Represented the LSI at design reviews and value engineering meetings held with the USACE, Bechtel, Black and Veatch and others. Wrote “Facility Acquisition Management Plan” detailing the process being used to acquire facilities. Attended Integrated Product Team (IPT) meetings at customer’s request to actively participate in high level facility design, siting and environmental discussions. Developed executive level briefings for the LSI and the customer discussing facilities and siting issues.

Reviewed submitted plans for completeness and correctness recommending any necessary changes. Recommended design solutions for on-site problems arising due to “change in conditions.” Approved contractor’s method for completion of work and ensured compliance with project plans, specifications and special provisions. Inspected, tested and analyzed civil engineering materials (including, but not limited to soil, concrete, reinforcing steel and pipe) according to standards. Enforced site compliance of environmental concerns as directed by regulatory agencies. Assisted in the preparation of work orders and monthly estimates.

Designed tower, bridge, and building foundations utilizing piles, caissons and spread footings. Designed retaining walls, embankments and pavement sections including drainage plans. Prepared site assessments for potential telecommunication tower sites. Checked shop drawings and responded to contractor’s questions in bid and/or construction phases. Wrote proposals, bid specifications and Geotechnical Reports. Field inspected pile driving, caisson installation, soil borings, fill placement, etc. Created computer programs to assist the group in daily activities and design endeavors.
