Program Manager (PM) of multiple ship and truck-mounted Long-Range, Advanced Imaging Electro-Optical (EO)/ Infrared (IR) sensor systems for the Taiwan Coast Guard and PM of the $23M NAVSEA I-Stalker’s Long-Range EO/IR& laser sensor system; I-Stalker contains a long-range visible EO sensor, a Mid-Wave IR sensor with an Integrated Infrared Dewar Cooler Assembly (IDCA) and a Laser Range Finder (LRF). It will significantly enhance the Navy’s ability to detect, classify, identify and determine hostile intent of potential threats. This includes characterizing the intent of small boats and other surface contacts to give ships additional time to respond. This system provides a host ship with a fully integrated, seamless and Modular Open Systems Architecture (MOSA) compliant sensor, analysis, and response system that provides the means for 360 situational awareness. I was hired to drive change in the organization and to mentor/train/demonstrate, to all functional groups, how to successfully manage a large-scale United States Government development program. The PM activities included setting up the initial PM baseline, monthly budget, schedule & material tracking, chairing internal & external weekly meetings, leading all internal/external gate reviews and Technical Interchange Meetings, generating monthly program status reports, reviewing/approving all plans/procedures/reports provided to the customer, presenting at internal ETC/EAC/PMR meetings to senior/executive management, and providing engineering support to the program.

Supported 4/wk meetings with the customer and daily internal team meetings. Developed detailed inch-stone IMS, provided daily updates to customer. Responded to all customer RFIs and action items. Generated and presented at internal Red Program & EAC Review meetings with Division-level management.

PM of the Common Viewer System (CVS) program for the Department of Homeland Security (DHS) and Customs and Border Protection (CBP). The program enabled X-ray scans from remote & local container scanners to be transmitted by radio or fiber optic link, received at the CBP C2 Center, and viewed, manipulated and analyzed by CBP operators for contraband. • Took-over the red $4.2M CVS program and turned it into a successful $6.2M program. Generated a comprehensive CVS re-baseline proposal and provided detailed project schedule and BOEs for all costs to DHS/CBP. Held weekly status meetings with the internal team & external subs to monitor progress. Held bi-weekly telecoms with CBP to discuss status. Participated in Agile SW development sprints & planning.• PM for the $703K CBP CVS Savannah C2 effort; included writing SOWs, performing site surveys, coordinating with subcontractors, leading the proposal and negotiating with the USG. Successfully delivered on time & budget. PM for the $799K CBP None-intrusive Inspection (NII) UFF Modifications Program; this program involved getting competing NII equipment vendors, as subs, to modify their equipment in order for it to interface with the CVS system. Tasks included generating SOWs, negotiating with and obtaining NDAs from the vendors, attending weekly telecoms with the vendors and attended all technical reviews. Successfully tested and provided to CBP at the Port of Savannah, GA on time & budget. • Provided weekly program reports and generated/presented program status, including revenue projections, resource analysis, and ETC/EAC/EV at Program Reviews to upper management. • Led technical/capture efforts on the CBP Atlanta CVS integration with Delta Airlines.

Manager responsible for establishing, maintaining, and operating the NG IBCS System & Software Test & Integration Lab (SSTIL) inside the Raytheon Andover Facility to provide support to Integrated Air & Missile Defense for high fidelity Live-over-Sim testing prior to IBCS Flight Tests. I also supported Business Development (BD) and Capture Management activities for NGs International C4I pursuits.• Provided Support to BD for Saudi Arabia, Taiwan & Korea program captures. PM Lead on Australia AIR-6500 RFI Response. Responsible for the Configuration Management of all IBCS HW & SW in the Lab.• Coordinated with IBCS IPTs to define IBCS Lab cooling and SWAP requirements. Generated Facility requirements and layout drawings. Coordinated with Raytheon on IBCS Lab facilitization and IBCS interconnectivity with Patriot. Set-up & supported testing of IBCS equipment.• Supported Raytheon to get the IBCS Lab’s Automated Information System (AIS) accredited by ODAA/DSS for classified operation and to get the Network Security Plan (NSP) approved for operations between the IBCS AIS and the Patriot AIS’s.
