Project Manager
Provides leadership, and guidance in project management processes and procedures; manages consulting staff to ensure the proper execution of all phases of the program and projects.Plans and directs the development of the project design, scope of work, criteria, standards and specifications; resolves complex problems, and ensures conformance to project plans, and to the county, state, and Federal regulations.Ensures projects meet scope, schedule, cost and quality requirements.Provides direction in the technical review and construction of the project.Evaluates issues, and recommends and implements solutions; ensures effective communication of issues and strategies; reviews project documents for accuracy, completeness, and compliance.Coordinates the development of project design concepts, detailed plans, specifications, and estimates for public works construction projects, including work schedules, project scope, and budgets; reviews plans for conformance with original job instructions and accepted engineering practices.Prepares and presents reports on project performance and financial status; participates on various technical and advisory teams, provides advice and information on project status and safety issues; advises, coordinates and serves on planning and negotiation teams.Provides guidance and assistance to Department staff, consultants, and technical advisors on construction and engineering contract issues.Makes technical engineering analysis of proposed projects; evaluates the need for design changes and makes appropriate recommendations.Prepares, negotiates, and maintains project authorizations including MOU's, Resolutions, and IGA's and other associated project documents.
