As the Division Chief for the Strategic Planning Division, manage and oversee Passport Services’ (PPT’s) demand forecasts and statistical analysis, budget formulation and execution, as well as strategic planning, risk management, and program evaluation. Utilize the demand forecast, as well as guidance from senior leadership, to formulate PPT’s resource requests and strategic plan. Provide financial and logistical support to PPT’s network of 29 passport agencies and 12 headquarters offices located across the continental United States, Puerto Rico, and Hawaii. Supervise eight FTEs.• Formulated, justified, and defended budget requests for $956 million for FY18, $921 million for FY19, and $810 million for FY20. • Predicted PPT’s actual receipts with 99% accuracy in FY15 and FY16, and 96% accuracy in FY17, when PPT experienced peak historical demand of 19.6 million applications.• Currently overhauling PPT’s strategic plan for FY19 through FY21. Developed an outline of PPT’s goals and objectives based on the previous strategic plan, guidance from senior leadership, as well as input from PPT’s Modernization and Innovation team. Drafting a questionnaire that will be used to conduct interviews with front-line leadership across PPT’s network, with the goal of drafting an updated strategic plan that pivots the organization toward modernizing its key business processes. • Overhauled PPT’s program structure, reducing the number of programs from 27 to three. The previous program structure was far too detailed to budget effectively or set realistic goals, and did not include the issuance of passports, which is PPT’s most critical function. • Designed and oversaw a process to identify, track, and de-obligate more than 1,000 unliquidated obligations, returning $33.7M to the Bureau’s operational account.• Conducted PPT’s annual Stakeholder’s Meeting, where PPT publicly announces its demand forecast to both to its internal stakeholders and the general public.

As part of the Internal Controls Division, write, edit, and update the Internal Controls Guide for Employees (ICG) and perform on-site inspections of domestic passport agencies to ensure compliance with internal controls. Serve as both subject matter expert on the protection of personally identifiable information (PII) as well as internal consultant for localized internal controls programs.o Managed an outsourcing initiative for the destruction of rejected passport products, which will save the State Department $400,000 per year in maintenance, parts, and labor.o Created a data model to determine the number of full time equivalents (FTEs) required for the Internal Controls and Special Projects and Data Sharing Divisions (SPDS). Based on the data model, the Office Director requested another FTE for Internal Controls, and was able to justify fully staffing SPDS with 12 FTEs.o Facilitated a series of meetings between Integrity and Internal Controls (IIC) and the Fraud Prevention Program Office (CID/FPP) to update procedures used to monitor ACRQ, Passport's primary database. Drafted a matrix clearly defining roles and responsibilities between IIC and CID/FPP, and used this data to update process maps used to respond to pending cases.o Worked with Passport's Legal Affairs office (PPT/L) to to update their process for destroying and maintaining accountability of cancelled passport books. As a result, PPT/L improved from "non-compliant" to "fully compliant" for destruction procedures during their annual assessment.o Led inter-office working group tasked with finding ways to end the hand carry of executed DS-11 applications. Utilized process improvement tools to generate multiple solutions, and briefed Passport's executive management on the group's recommendations.o Led team responsible for creating metrics to measure IIC/IC's performance. Gathered data from multiple sources and created initial data tables and graphs.

Part of the acquisition team for the Office of Technology Innovation and Acquisition (OTIA). Managed the acquisition certification process for all of CBP. Created, developed, and coordinated for acquisition-specific training for all employees within OTIA. Authored and reviewed process, procedure, and policy documentation. As the Contracting Officer's Technical Representative (COTR), oversaw delivery of services for a $3 million support contract.

Responsible for on-time delivery of fire alarm and sprinkler inspections for a $10.5 million inspection department that covered the entire Baltimore/DC corridor. Managed the productivity of 35 inspectors; met with customers in the field to ensure their satisfaction and ensure that all work was performed to applicable National Fire Protection Association (NFPA) standards; reviewed potential new contracts to determine labor costs and ensure proper margins.

Accountable for the set up and maintenance of all administrative computers on classified, unclassified, and coalition networks. Simultaneously served as the Communications Security Officer and Purchasing Agent. Managed the set up and help desk operations for eight deployment readiness exercises. Completed two networking defense classes and one networking administrator class.

Served as the Supply/Maintenance Officer and second in command of a signal company. Responsible for 19 Soldiers. Led the Company’s inactivation, turning in all excess and property book equipment and ensuring paperwork for each departing soldier was in order. Coordinated 14 supply movements for the Battalion; included one line haul of 70+ combat support vehicles.While deployed to Iraq in 2006, charged with the mission readiness of 42 combat vehicles, 10 communication assemblages, and 24 Soldiers. Oversaw all logistics associated with installing a fiber optic backbone in the Diyala province of Iraq. Oversaw the redeployment of $14M of government property form Iraq to Germany with zero preventable loss or damage.

Primary advisor to the Headquarters Commander for command, control, and automation systems. Supervised 18 Soldiers. Supported communications in the field and in garrison, to include two retransmission vehicles, four combat support vehicles, and $14M in tactical equipment. Served as Battalion Signal Officer for the Battalion’s digital battle staff exercise and external evaluation. Upgraded all automation equipment in the tactical operations center.
