In 2011, I recommended that Dare Mighty Things bid to support the Corporation for National and Community Service Office of Research and Evaluation in an assessment of a strategic, agency-wide performance measurement initiative. I recruited a principal investigator and developed the technical approach for a bid against major research firms. To evaluate both the process and data generated through the National Performance Measures Pilot (NPM Pilot), we analyzed data from CNCS IT systems, interviewed program officers, and developed surveys for government and nonprofit organizations. Prior to leaving the firm, I served as project manager, senior researcher, and primary interface with the client. During the 2009-2011 NPM Pilot, CNCS developed performance measures and gathered results from thousands of nonprofit organizations across the country related to the contributions--service outputs and service recipient outcomes--of AmeriCorps members.

In 2006 I initiated a portfolio of grant program oversight and coordination work for the National Resource Center (NRC), which supported the Administration for Children and Families and its programs for building the capacity of grassroots social service providers. While Oscar was built to improve oversight of the Compassion Capital Fund, I managed its replication in two other divisions of the Office of Community Services, and it ultimately supported programmatic oversight of more than two billion dollars in annual grants. In 2009 we linked the program office-facing and grantee-facing systems through an online data collection system that gathered use of funds, performance measurement results, lessons learned, and stories of impact for more than 4,000 sub grants under the Recovery Act's Strengthening Communities Fund.The Compassion Capital Fund (CCF) and Strengthening Communities Fund (SCF) funded 312 intermediary grantees, reaching more than 20,000 social sector nonprofits between 2002 and 2011.
