About David Dalenberg

I carry out the delegated authorities and responsibilities of the Department’s Chief Financial Officer (CFO). As a member of the Senior Executive Service, and the Comptroller for U.S. Immigration and Customs Enforcement I lead the Office of Financial Management in supporting the Department’s operational financial management activities, systems, and services. As Comptroller I serve as the principal financial management advisor to the ICE CFO and as the financial and accounting service provider to other Component organizations across the Department of Homeland Security. I am the ICE external liaison on all matters relating to financial management operations, and in that capacity, I am also the Senior Executive in charge and leading the ICE Financial Systems Modernization (FSM) program. As Comptroller I represent the equities of the CFO in all governance and modernization actions, I oversee all financial and accounting operations, generate all financial reports, support the ICE audit and review functions, generate authoritative policy and propose legislative changes, exercise debt collection actions, and contribute in business council functions to set the strategy and objectives for the agency.
