About Pat Marks, Phd

Deaconess Pat Marks, Ph.D. is a dedicated criminal justice advocate called to promote human development, alleviate suffering, and eradicate the causes of injustice. She actively promotes criminal justice reform and effectively engages volunteers and faith communities in providing services and resources for children and their families. Pat serves on the Leadership Team of Putting Mercy into Criminal Justice (www.mercyjustice.net). She is active in the Maryland Alliance for Justice Reform focusing on re-entry issues and in ReThink Justice DC envisioning a new criminal justice system based on restorative practices. Pat was commissioned as a Deaconess in 2005 concurrent to graduating from Wesley Theological Seminary and receiving the first Certificate in Missions for work in social justice. Patricia has served on dozens of Kairos Prison Ministry teams in four prisons and as a volunteer lay chaplain in two prisons. She is a dynamic teacher and presenter; world traveler and returned Peace Corps Volunteer (Samoa). Pat previously served as Executive Director of Meeting Ground and the Cecil County Men’s; Prison Outreach Ministry; Northern Virginia Hotline, as Grants Specialist for Montgomery County Schools, and as Director of Development for the Carole Robertson Center for Learning. Beginning her career as a Human Services Planner for the Metropolitan Washington Council of Governments, Pat has a passion for public-private partnerships and collaboration among social service providers. She is the author of Peter’s Promise/Paul’s Passion a book of reflections on the 137 biblical references to incarceration. Pat is a graduate of Leadership Maryland Class of 2002 and Leadership Fairfax (VA) Class of 1992. She received her doctorate in Education from the University of Maryland and holds Master’s degrees from Wesley Theological Seminary in Washington, DC and Wheelock College in Boston.

    The District of Columbia Corrections Information Council (CIC) is an independent monitoring body mandated by the US Congress and the DC Council to inspect, monitor, and report on the conditions of confinement at facilities where DC residents are incarcerated. This includes facilities operated by the Federal Bureau of Prisons (FBOP), the DC Department of Corrections (DOC), and private contractors. Developed “Stamp Out Loneliness”, an initiative now under the auspices of the National Women’s Prison Project, to provide more than 66,000 new postage stamps to persons who are incarcerated to enable them to remain in contact with family members and facilitate post incarceration employment. Spoke with congregations and gatherings faith and service organizations about the effects of incarceration on individuals, their families and the community. Successfully acquired more than $20 million in grant funds for a variety of local, regional, national and international non-profit organizations in the Washington Metropolitan area with budgets ranging from $25,000 to $7.9 million. Identified potential funding sources, researched and analyzed data about existing and needed services, and wrote grant proposals as well as long term and short term strategic plans and financial management documents. Developed project budgets and spending justifications and assisted organizations monitor fiscal accountability. Followed through on the implementation and evaluation of funded projects and submitted reports on successful programs and projects to funding sources. Taught classes on grant seeking, project budgeting, and board development.
