Provide consultation as part of a collaborative, city-wide effort to use available data and research on infant, toddler, and preschool supply, demand, accessibility, cost, and quality to assist the Mayor's office in implementing Thrive in Five: a five-year plan and 10-year vision for early education and care programming and systems in Boston.

Lead strategist for research and evaluation activities of a national early childhood education nonprofit operating in 14 states and D.C. Significant contributor to program development, government relations, fundraising, and operations. Managed research and evaluation team and collaborated across national departments and regional offices to improve organizational effectiveness and efficiency.Responsible for leading and managing internal staff and external consultants in evaluation studies to measure and report on Jumpstart's impact. Experience included engaging external consultants in development and refinement of web-based assessment systems; soliciting research proposals and engaging external experts, including faculty at higher education institutions, regarding research design, analysis, and publication; and designing and leading implementation and outcome studies of programs and strategic initiatives.

Managed annual statewide collection and analysis of approximately 10,000 surveys of early care and education providers, teachers, and parents. Oversaw budget, created administration protocols, developed and refined implementation plans for 50-60 participating sites, and supervised work of contractors, support staff, and interns. Trained over 150 local coordinators in needs assessment, evaluation, and using data for local planning and advocacy. Analyzed and reported local and statewide data for commissioner, legislature, governor’s office, state commissions, research organizations, academic institutions, early care providers, and parents.

Managed, analyzed, and reported on several types of educational data to produce department's first-ever school performance and improvement rating reports. Supported Deputy Commissioner for Accountability & Targeted Assistance in developing implementation of school and district accountability program. Contributed analysis and written materials for the School Performance Rating Process and District Performance Evaluations. Led teams of practitioners on K-12 school reviews and provided technical assistance in data interpretation for staff and evaluation teams. Supervised project work of interns and colleagues.

Assisted TTAP with its ongoing program evaluation and technical assistance activities for the Massachusetts Children’s Trust Fund. Responsibilities included data analysis, report writing, and research and instrument design. Conducted community focus group meetings with parents and developed a long-term strategic plan for evaluation.
