In 2004, Dean formed Tumit Communications to work with new business ventures in the telecommunications and broadband wireless sectors. This included Videotron, the Quebec-based cable operator, where he was responsible for the development of their wireless entry strategy and 2006 commercial launch as a “Mobile Virtual Network Operator”.

From 2006 to 2010, Dean was Co-founder and CEO of Jade Tower, an independent wireless infrastructure company, which grew from start-up to over 400 communications towers and antenna sites across Canada. Following a majority investment by SBA Communications in May of 2009, Jade was renamed SBA Canada.

From its inception in the early 1990s until 2004, he was involved with Microcell Telecommunications, the mobile wireless operator known as “Fido”. After Microcell’s successful PCS licence application bid, in 1996 he joined as Vice President of Regulatory Affairs, seeing the company through its successful commercial launch and national network build-out.

From 1989 to 1996, Dean practised communications law in Montreal and Ottawa for a variety of broadcasting and telecommunications clients.
