The Principal Consultant develops, maintains and supports major computer applications for Program and Data and is responsible for providing a stable and effective platform for collecting student data from schools and managing student data.The Principal Consultant also manages and coordinates projects and systems development within the Information Systems section. As well as manages the maintenance and standards of system development, documentation, quality assurance, application security and change control.

The Senior Consultant position involves:- managing and designing reporting systems of a complex nature- project leadership for the analysis and design of new systems or major changes to existing systems, particularly statistical reporting systems- planning complex projects or groups of projects and allocates staff resources- monitor and control the documentation of systems according to the Authority's standards- technical consulting for research projects requiring a strong mathematical basis- application system support for the Authority's production systems as required, and identifies any major risks in the support of these systems- oversee the database administrator on the development and implementation of data policies and standards- provide leadership in systems development and maintenance including the development of the Authority's information technology directions- plan and implement staff training on the application of statistical techniques in computer systems- represent the Manager, Information Systems on working groups and committees related to systems development

• assists in the investigation and design of new computer projects• plans and prepares the design, development and maintenance of new and existing computer systems and databases• analyses user requirements for new and upgraded computer systems, databases and information and prepares detailed estimates for the analysis, design, development and testing phases of a project• takes responsibility for system delivery activities, including analysis, design, programming, testing, change control, quality assurance, implementation and user training• provides application support for new and existing computer systems• conducts post-implementation reviews in consultation with system owners and users• liaises with outside agencies to develop and maintain computer systems• prepares and ensures systems and user documentation accurately and adequately describes the functions of the relevant system and conforms to standards• participates in peer group technical reviews• maintains awareness of current developments in the information systems field• provides technical advice and training to users in respect to the use of computer hardware and software• maintains effective records and relevant information databases in accordance with the Department’s recordkeeping policy
