Senior Policy Analyst and Program Manager for the Deputy Chief Management Office-led Air Force-wide publication reduction initiative. Performs ongoing evaluation and analysis of Air Force policy portfolio and recommends reviews and allocation of tasks based on Total Force Enterprise requirements and core, enduring mission areas, major Air Force missions and strategic plans. Provides policy technical expertise to the publication review team, including AF Reserve and Air National Guard, and all functional stakeholders on Department of Defense Directives and Issuances, Air Force Instructions and Air Force Directives and Standards. Develops, interprets, and implements policies and procedures for the implementation of DoD policy guidance to the Total Force in conjunction with overseeing and monitoring a quadrennial policy review cycle to keep AF publications current.

Provided comprehensive leadership; directed and managed the Exercises and Assessments directorate (ECJ7) comprised of three divisions: Theater Assessments and Analysis, Operational Assessments and Readiness, and Joint Exercises and Training. Directly supervised 42 military/civilian personnel conducting daily operations providing independent assessments/analysis of strategic and operational plans/processes/products pertaining to European area of responsibility of 51 countries. Principal advisor to Director of Exercises and Assessments, with accountability to EUCOM Commander on development, management, financial administration, policy development, and execution of $185M Chairman, Joint Chiefs of Staff, joint exercise program, $50M President of the United States’ European Deterrence Initiative program, and $28M Developing Countries Combined Exercise Program.

Led 8-person team conducting operations in support of the Commander, Air Force Reserve Command/Chief, Air Force Reserve. Managed training, business performance metrics, discipline and readiness posture of staff. Built well-trained, high-skilled and unified team.Developed/provided strategic recommendations/policy advisement to senior leadership in support of 71,000+ AFR Airmen. Managed staff support for fleet of 340+ aircraft and 34 organizations (Wings). Facilitated and communicated accurate and timely direction to/from the Commander to organizational staff.Formulated resource guidance, providing program direction and strategic assessment for managing AFRC resources. Integrated capabilities and requirements with AF plans, programs, and policies to enhance the Total Force.

Primary AFR contributor to the Total Force Task Force, Office of Secretary of Defense/Cost Analysis and Program Evaluation, and RAND Project Air Force on Active Component/Reserve Component force mix assessments. Developed approach to the challenge of optimizing/rebalancing AFR roles and missions; maintaining readiness under 5-year plan for reduced funding levels, and meeting Air Force core function mission objectives. Identified sustainable level of mobilized capacity that could be employed continuously, while retaining capacity for surge under expanded mobilization authority. New balance enabled an agile and responsive force. Led AFR strategy/planning development: Created first-ever Integrated Priority List; formulated resource planning guidance and provided planning direction for programming AFR resources. Developed, defined, advocated, and integrated AFR operational capabilities/requirements with vision, strategy, master plans, programs, and policies. Primary advisor to the Chief, Air Force Reserve, Air Staff, and Secretariat Offices on the Total Force Enterprise (TFE). Led development of the Air Reserve Component Strategy, Component Master Plan, and Programming Guidance.

Lead C-5/C-17 Strategic Airlift, KC-135/KC-10 Tanker and C-40 Operational Support Aircraft/VIP Special Airlift Missions Program Element Manager. Crafted initiatives and budgetary proposals to increase funding. Assessed, validated, and recommended Strategic Airlift/Tanker/OSA/VIPSAM requirements. Represented AFR on three AF Corporate Structure panels . Prepared program justification for presentation to the Chief of Staff of the Air Force, AF Corporate Structure, OSD, and Congress. Championed AFR equipment requirements and advised senior staff on issues affecting weapon system sustainment.

Commanded flight test squadron in AFMC’s highest tempo flying unit. Managed personnel actions, performance metrics, and training for 90+ assigned, attached reserve, active duty, civilian, and contract aircrew personnel planning, executing, and reporting on 80+ DoD and international flight test and test support programs.
