ATFP provides sustainment support for US Navy base’s intrusion detection, surveillance, emergency operations and emergency dispatch systems, worldwide. Thoroughly versed in FFP, CPFF, FPLOE and T&M contracts. Proposed, won, and initiated the Regional Dispatch Center (RDC) Sustainment and Guantanamo Enclave Upgrade programs under ATFP. Supported the capture of the ATFP program and helped grow it to the present $118M program supporting a highly technical program for the U.S. Navy. Produced winning $22.7, and $6.1M proposals; completing Honeywell’s growth to cover Navy sustainment contracts for ATFP worldwide. Closely led the team of 5 subcontractors, over 25 vendors, and over 100 employees in execution of ATFP programs for the Navy. Integrally involved in producing and delivering project schedules, EVMS, winning technical volumes and pricing volumes. This knowledge led to a program that executed consistently below cost, ahead of schedule and with a well defined technical baseline which was refined throughout the proposal phase and into deployment. Well versed in installation of complex network systems including Cisco applications, ROCs, EOCs, access control, automated gates, cargo inspection capability, truck x-ray and z-backscatter devices. Expert using Microsoft project and Microsoft Excel. Through my time at Honeywell I have become familiar with e-Talent, MAXIMO, DELTEK time keeping and CostPoint. Program Manager Weapon Data Links. Managed sustainment services for the US Navy's AWW-13 Advanced Data Link Pod and the USAF AXQ-14/ZSW-1 Weapon Control Pods. Efforts uncluded engineering design to avoid obsolescence and to add additional capabilities, logistics support, and depot repair activities. Oversaw the Service Life Extension Program for the AXQ-14 which overhauled the entire AXQ-14 inventory and the design and manufacture of a new frequency phase shifter for the AXQ-14's mechanically steared directional antenna. AWW-13 sustainment was a roughly $500-$700K per year LOE effort that generated an average $2M in FFP side orders per year. Increased program scope through the sello off of Government owned frequencies. Concept was to migrate the AWW-13 to a new frequency band and eliminate obsolesecnce in the process. This grew to a $200M program for Raytheon alone.For the AWW-13 provided OEM Sustainment support for the Navy. Provided logistics support though transition to NAVICP. Performed several redesign and manufacturing efforts to replace AWW-13 items approaching obsolescence including: upgrade to an 8mm Video tape recorder from the previous 1.5 inch VTR.Managed the design and production of the Training Weapons Electronics Unit (TWEU) for the Israeli Air Force. This allowed training with the Israeli DL-500 data link pod without transmitting signals that could be captured.

Responsible for daily oversight of the AWW-13 engineering program including coordination with the associated NAVAIR program Offices (PMA-201 and PMA-258), contract deliverable review, program presentation preparation, Engineering Change Proposal Review and routing, Government field activity AIRTASK/Work Unit Assignment development and coordination, contractor proposal evaluation, and coordination of major program reviews.Selected by PMA-258 to serve as acting Deputy Program Manager for the AWW-13 (Acting PMA-258E1) while the incumbent attended the Defense Systems Management College. My responsibilities included coordination of the program Government Integrated Program Team (IPT), oversight of Navy Field Activities, and the funding of contractor and field activity support. Managed in excess of $15M in support of this effort. Oversaw the transition of the Naval Air Warfare Center, Aircraft Division (NAWCAD) Indianapolis to what is now Raytheon Technical Services Company, LLC. Negotiated the initial orders to this new company for production and support of the AWW-13.Responsible for the oversight of a team of four environmental engineers in support of Programmatic Called upon to serve as the Subject Matter Expert (SME) for the SLAM portions of the F/A-18 and A-6E S/WIP part Task Trainers (PTT). The systems were late and had failed acceptance. The first Gulf war was imminent and the PTTs had the only cockpit simulations for the A-6E S/WIP and F/A-18C.

I monitored student progress, fleet replacement pilot requirements, and aircraft availability to maximize throughput.As Assistant Repair Management Officer for Submarine Squadron One, I was responsible for the maintenance and material readiness of 10 nuclear fast attack submarines and one surface ship. I coordinate the Commercial Industrial Services Programs for the Squadron; drafted the Standard Operating Procedure for the SSN-637 Class submarines to ventilate the reactor compartment via the main ballast tanks; performed records reviews of squadron submarines in preparation for major inspections and; coordinated the first Light-Off Examination for the USS FLORIKAN (ASR 9). This is a post-overhaul inspection intended to qualify the ship to operate its power plant.As Chemistry and Radiological Controls Officer on board USS Queenfish (SSN-651), I organized the chemistry/radiological controls records and practices to the point that the division received the grade of “Excellent” during an Operational Reactor Safeguards Examination (ORSE), only the third such grade assigned in the previous 52 examinations conducted in the pacific Fleet. I coordinated efforts between the ship, shipyard, and subase for the conduct of radiological surveys and work practices during a 2-month shipyard availability period.
