Mr. Wolf is a senior IT leader in Booz Allen's Health Care IT services organization, and in the firm's IT Infrastructure Community of Practice. He specializes in program management, CIO advisory services, and IT strategy and operations.Mr. Wolf currently leads a multidisciplinary team of 42 staff delivering IT support services to the Information Technology Branch (ITB) of the NIH Office of Research Services (ORS). The team provides infrastructure operation and deployment services, Help Desk support, software development and testing, quality assurance, financial and project management.Examples of previous engagements include:Lead a team that conducted a detailed analysis to identify a new site for SSA’s primary data center. The study included a baseline assessment of the existing environment, identification of alternative locations, and detailed analysis of the technical, financial, organizational, and associated risk factors.Directed the Treasury Optimization Program project team that delivered over $20 million in cost savings for the Federal Reserve/Treasury Web Applications Infrastructure organization. The project helped Federal Reserve realize savings through improved sourcing, technology consolidation, and development of a virtualization architecture. Established ITIL-based processes to improve the management of ongoing services through more disciplined program and project management, capacity planning, release management, implementation planning, and execution.Assisted the Director of National Intelligence with the creation of a program office to lead its initiative for greater information sharing within the Intelligence Community. Developed the Program Management Plan and supported multiple work streams related to infrastructure consolidation.Lead multiple IT cost reduction engagements for major commercial companies including a global insurance holding company, financial services corporation, and a nation-wide health diagnostics company.

Member of the Gartner Federal Consulting Management team. Managed and directed the sale and delivery of consulting services to Federal government civilian (Department of Commerce-NOAA) and DoD agencies (Army, Navy, Air Force, Marines and DLA). Client service accomplishments include: - Established a business model, communications strategy, and operating plan for a new US Army organization dedicated to supporting base infrastructure improvements worldwide. - Revitalized the US Army organization responsible for RFID technology deployment and support through the creation of a new operating model. - Provided the US Air Force’s IT Commodity Council with guidance to leverage its collective buying power. Expected savings from leveraging this capability is over $50M. - Created strategic performance management strategy for the Navy Network Warfare Command - Developed a technology transition strategy for a division of the National Oceanic and Atmospheric Administration. - Helped the Navy Exchange Command develop a shared services strategy for IT to correspond with Department of Defense directives - Led development of an IT portfolio management analysis methodology.

Member of the executive management team of the firm’s highly profitable Center for Technology Enablement, a 250 person national consulting practice. Direct responsibility for the Information Technology Improvement Service (ITIS) practice that helped clients improve management processes, use of technology, and sourcing. Tripled the staff size and quadrupled the revenue of the ITIS practice.Managed numerous projects including systems and business process reengineering; infrastructure design and deployment, and operations improvement. Consistently delivered successful results on time and within budget.Provided hands-on management of clients’ IT organizations through periods of business or management transition. This included several assignments acting as CIO reporting to “C” level executives. CIO experience includes:- Regional Telephone Company – directed an IT organization of over 300 people with a budget of approximately $50M. - National Wireless Telephone Company – managed the creation of its entire IT organization. Directed the deployment national infrastructure to support key applications including HR, Finance, and Sales - Web-based e-tailer – oversaw all aspects of the IT organization. - National sports League – managed the IT organization of approximately 65 staff and budget of $40M. Improved operational processes that increased system reliability; prioritized development initiatives to focus information technology’s efforts directly on league needs.Created Systems Management strategies for numerous organizations including two Fortune 50 consumer products companies. Helped prominent national and global organizations define and execute IT sourcing strategies to realize better cost structures, improve operations, and implement advanced technologies. Examples include: a national point-of-sale system for a global oil company, the Nasdaq network; and, desktop, network, and server support for a national wireless telephone company.
