Dean is the Chief Data Scientist at Geografia. He advises government organisations on the use of data and implements data science techniques to improve government policy. By combining traditional planning and economic ideas with data and technology he changes the way governments operate.He has almost a decade of experience in tech from founding startups, building products, advising governments and private sector clients in the use of technology and data to improve the way they operate.His past work has included working on the core team that built the Spendmapp app, a world first which allowed governments to analyse economic activity at a local level. Previously, he was an Eric and Wendy Schmidt Data Science Fellow at the University of Chicago. Here, he worked with the New York State Department of Environmental Conservation (NYSDEC) to develop predictive models. These models allowed the NYSDEC to target their inspections of industrial sites and catch the worst offenders before they did serious damage to the environment and human health. Dean holds a Master of Economics from the University of Melbourne and his past work has been featured on CNN and IBTimes.com.

Data Science FellowUniversity Of Chicago May 2016 - Sep 2016Chicago, Il, UsPredictive Enforcement of Pollution and Hazardous Waste Violations in New York StateNew York State’s Department of Environmental Conservation (NYSDEC) is the regulatory agency for environmental issues in the state. Their mission is to conserve, improve and protect New York State’s natural resources and environment and to prevent, abate and control water, land and air pollution. NYSDEC currently conducts approximately 700 inspections each year of facilities in the state that manage hazardous waste.DSSG will work on more effectively allocating inspection resources by creating predictive models that identify facilities with high likelihood of violating environmental regulations. In 2015, we worked with the federal EPA targeting hazardous waste facilities subject to the Resource Conservation and Recovery Act (RCRA). With inspection data from NYSDEC and the public RCRA dataset, we will build a similar model to identify RCRA violators specifically in the New York region, as well as further explore the possibility of applying models to other compliance inspection programs, such as the Clean Air and Clean Water Acts. -
