Division of Legal Counsel Contempt, Compliance & Special Litigation BranchSupervision: I supervise litigation in the U.S. Bankruptcy Courts, U.S. District Courts and U.S. Courts of Appeals—including contempt litigation, defensive litigation, rulemaking, and bankruptcy. I review the work of subordinate attorneys including case plans, drafts of legal documents and pleadings, and internal/external communications. I evaluate work performance and progress of subordinates and advised them as to agency/branch policies and procedures.Management: I manage litigation teams by leading strategic planning, making operational decisions, and communicating plans and expectations. I support NLRB leadership in planning, evaluating, organizing, and conducting all aspects of case handling, and coordinated among internal stakeholders. I make hiring recommendations to the General Counsel as a member of the GC Honors Attorney hiring committee. Relationships: I advise regional directors and other leaders in regional offices on a wide array of issues including respondent compliance with enforced Board orders, case settlement, subpoena enforcement, and bankruptcy. I work directly with NLRB compliance officers for navigating compliance with Board orders and reaching settlement agreements. I collaborate with all components in NLRB Headquarters acting under the office of the NRLB’s General Counsel.

I conducted civil contempt litigation in the U.S. Circuit Courts of Appeals for obtaining compliance with judgments enforcing Board orders. I negotiated consent orders filed in U.S. Circuit Courts for resolving contempt litigation. I drafted pleadings, briefs, motions, discovery requests and responses, related to contempt litigation. Defensive Litigation: I defended the NLRB against various legal actions brought in U.S. District Courts; drafted related pleadings, briefs and motions. Bankruptcy Litigation: I represented the NLRB in a variety of matters in U.S. Bankruptcy Courts, drafted related pleadings, briefs and motions. Rulemaking Litigation: I supported Agency Rulemaking by providing advice to the Board on legal sufficiency of proposed rules and compliance with regulations associated with rulemaking. Subpoena Enforcement: I briefed subpoena disputes before the Board, and filed applications for enforcement of administrative subpoenas in U.S. District Courts.

Regional Field Office NLRB Unfair Labor Practices: I conducted hundreds of unfair labor practice investigations and provided legal recommendations for case handling in unfair labor practice cases. I litigated unfair labor practice cases before administrative law judges. I negotiated settlements between the NLRB, employers, labor unions, and employees for resolving unfair labor practice cases. I drafted legal documents including legal recommendations, complaints, subpoenas, motions, settlement documents, and post hearing briefs.NLRB Elections: I processed representation petition filed with the NLRB seeking to establish certified bargaining representative.
