The Innovation and Technology Policy Center (ITPC) will build on and amplify CAGW’s decades of leadership in telecommunications and technology policy, including aerospace, antitrust, biopharmaceuticals, broadband, information technology, intellectual property rights, privacy, and telecommunications.As Executive Director, I will both promote pro-growth, free market policies and oppose efforts to reduce intellectual property rights, change longstanding antitrust standards, and impose burdensome tax regimes that threaten innovation. The ITPC enhances CAGW’s decades-long work to research, educate, and promote policies that will ensure the innovations of tomorrow will see the light of day.

Deborah Collier serves as the Vice President of Policy and Government Affairs for Citizens Against Government Waste (CAGW), a private, non-partisan, non-profit organization representing more than one million members and supporters nationwide. Appointed to the position in January 2020, Ms. Collier supervises and manages the policy and government affairs personnel for CAGW. Upon joining CAGW in 2011, Ms. Collier established and developed the technology and telecommunications portfolio at the organization, and continues to oversee cloud computing; information technology (IT) procurement; information security; data privacy; broadband spectrum allocations; network neutrality; telecommunications industry issues; e-commerce; and emerging technologies including 5G, artificial intelligence, facial recognition, and quantum computing. She has co-authored two books with CAGW President Thomas A. Schatz, and authored several issue briefs and reports relating to government IT, cloud computing, and spectrum.

* Assisted in the development and drafting of veterans’ legislation, and prepare legislation for floor consideration.* Acted as liaison between Committee and leadership offices, as well as Committee Member offices and the Senate Committee on Veterans’ Affairs.* Wrote speeches and summaries for floor activity and hearings.* Assisted the Oversight & Investigations Subcommittee Staff Director in the investigation and research process, and conduct oversight visits nationwide and hold briefings with government officials relating to programs at the Department of Veterans Affairs.* Met with representatives from Veteran Service Organizations to discuss the concerns of their memberships relating to their legislative priorities.* During the 109th and 110th Congresses, advised the Committee Staff Director on Committee technology purchases including technical innovations and upgrades. * During the 109th Congress, provided publishing services for the Committee.

* Coordinated the purchasing, implementation and maintenance of technology, including the Constituent Management Software database (CMS) package, for all the Congressman’s offices* Proposed, designed and implemented the Congressman’s first internet presence in 1996, and provided five redesigns to incorporate new technologies and services in the years that followed. * Provided all newsletter design and layout, and maintained lists for mass mailings.* Maintained equipment inventory management for all three of the Congressman’s offices.

* Acted as a liaison between the Congressman’s constituents and federal agencies, and in 1990, was promoted to Head Caseworker, supervising a casework staff of four in Washington, DC and two District Offices.* Legislative Assistant for Immigration and Refugee Affairs.* Created a tracking system for constituent casework in the Constituent Management System (CMS)* Maintained system security, and trained staff on use of information technology.
