At USDA Food Safety Inspection Service (FSIS), worked with the Enterprise Architecture group to create a formal Business Architecture in support of a critical Application Program Rationalization (APR) effort. Specifically, the project team: • Conducted surveys, interviewed stakeholders and facilitated workshops to elicit EA models/artifacts and to document strategic intent, requirements and EA information in their EA Orbus iServer repository. Evaluated business fit, technical fit, and end user satisfaction quantitatively using the InfoTech Scoring model and qualitatively via comments/quotes. Consolidated scoring and automated results in Power Bi. Reported/briefed results to OCIO leadership and business stakeholders for further action towards application portfolio rationalization. • Analyzed laws, regulations, and policies (LRP), processes, websites/data, feedback/comments from surveys, and system documentation to assess current state alignment of business capabilities to systems. Recommended changes and identified application priority and disposition criteria for future state analysis.• Created 5-Year Roadmap to support modernization of FSIS’s application portfolio and to mature FSIS’s application portfolio management capability.

At the Small Business Administration (SBA), worked with the OCIO Chief Enterprise Architect on the SBA Service Management Systems (SMS) Framework and Implementation Plan. This included the collection, analysis, and organization of the SBA’s external and internal Services/Capabilities of its various agencies. Provided recommendations for future services and an initial roadmap for implementation. Prepared/reviewed many governance documents/templates. Diagrammed, reviewed, and related OCIO business processes in BPMN/Visio and related them back to the SMS Services. Created a navigation menu to enable a user to instantly view/drill down into specific processes and their related info in Visio. Key categories included Enterprise Context, Solutions Planning, Projects/SDLC, Operations & Maintenance, IT Services Execution, and Performance & Improvement.

As one of five members of the PMO supporting the Office of the CIO and acting as sole Enterprise Architect at USDA Rural Development (RD) for first year, collected, analyzed, and populated a new Sparx EA repository (UML/SysML) to support current OCIO and PMO activities. Identified and aligned mission and support capabilities to USDA, supported Investment Planning/ Restructuring process, identified business functions, business processes, systems inventory, security boundaries, etc. Diagrammed most of the above and generated a set of “doors/views” for each team at OCIO to access their information for future review and update. Used DoDAF 2.0 and TOGAF methodologies and principles to create a “Practical EA” specific to USDA RD. Worked with PMO to identify a potential “To Be” System architecture based on identified Budget and Business Needs. Created presentations for OCIO. With the PMO, initiated a “Tool Chain” concept whereby the EA and other integrated tools automate the process of Business Needs and Changes through development, implementation, and ultimately decommissioning. Documented our ideas for Savan Group to support their marketing and contracting efforts. Supported hiring process of two Solution Architects.

Architected the data activities for a new tax system for the MD State Comptroller’s office that integrates personal and business income taxes, motor fuel tax, alcohol, tobacco, and many other tax types; ultimately enabling transformation of multiple legacy systems into a new and integrated system that enables taxpayers and all parties online and secure access their tax information.

Applied business knowledge to support agile project team in developing APHIS eFile System in Salesforce. Supported management with time estimates and project plans. Guided business analysts in understanding of complex requirements and design patterns that included a customized Turbo-tax-like “Wizard” that leads an Applicant to understand conditions for importing any given plant or animal into the U.S. as well as automation of application processing, internal workflow and third party approvals, permit/label generation, inspection, compliance and integrations. Participated in complex solutioning meetings with lead developers and backlog meetings with product owner. Translated ProVision flows into detailed testing scripts used to manage/coordinate development and configuration changes, Quality Assurance (QA) testing, User Acceptance Testing (UAT) and ultimately documentation efforts. Managed information (data) gathering efforts and guided population of Salesforce/custom objects and configurations. Revised ProVision EA content to reflect agile changes and its framework to support generation of system and user documentation.

Established first Business Enterprise Architecture for Certifications, Accreditation, Registration, Permitting and Other Licenses (CARPOL) project using Opentext ProVision/Knowledge Exchange. Reconciled and modeled cross-program business requirements for Plant Protection and Quarantine (PPQ), Veterinary Services (VS), Animal Care (AC), and Biotechnology Regulatory Services (BRS). Facilitated meetings with Subject Matter Experts (SMEs) to identify and map out over 250 “Permitting Pathways” including BPMN process flows, roles, business rules, interfaces/integrations, and supporting data/events. Supported PMO with project schedules, technical expertise, guidance with all aspects of change management. Generated requirements used for software vendor selection.

Modeled and reengineered Interim & To-Be processes for Mailroom-to-Imaging workflow, Customer Service (HIPAA, Appeals and Grievances, IVR, Group, Member and Provider Portals, Executive Inquiries), Group Setup and Enrollment, EDI Incoming Transactions, Operations Technology and Analysis, Enterprise Command Center, and Quality for Blue Core project supporting new systems implementation for almost all Quote to Bill end-to-end systems. Re-engineered Market Research Project business process to streamline, improve effectivenessand efficiencies, and ensure compliance in an effort to prepare for future automation of the process. Captured business rules, requirements, workflow, organizational structure and current-state system support. Clarified terminology and identified gaps, overlaps, and issues to be addressed. Enterprise Architect AF Enterprise Architecture (AF EA).- Worked as AO for various Architecture-related AF governance issues supporting the commander with expertise in addressing these.- Redesigned parts of the AF Data Reference Model (DRM) for the AFEA to include/identify dataprinciples, objectives, rules, traceability, As-Is repositories, etc. and to reflect a new SOA environment with registries, semantics, etc. and architecting relationships of data to owners, designated Authoritative Data Sources and Services. - Worked with the EA & Portfolio Management (PfM) team to identify gaps, overlaps, inefficiencies, process issues, system problems, etc. in the current AF PfM methodology used to evaluate, impact, control and report program/system effectiveness, cost, risk, and alternatives using architecture.- Member of the AFEA team that modeled processes, identified system compliance criteria, relatedoperational capabilities to programs, implemented visual tools for easier consumption and socializing these new concepts in order to impact the way the Air Force makes decisions and manages its IT portfolio.- Performed An Analysis of Alternatives (AoA) of available tools required for SAF/A6PA (AF CIO) and architecture interoperability within the Air Force.

Chief Architect for DSD Labs, Inc. Center for reengineering and enabling technology (CRET). Had primary responsibility for leading the initiative to refine the EA core competency at DSD Labs; developing existing models, designing/implementing an EA methodology, creating an AF EA training course, educating CRET staff on architecture, evaluating EA software and participating in integration efforts across the AF.

Converted entire DoD Business Enterprise Architecture from System Architect software to ProVisionsoftware in 3 weeks time via import scripts for use by DoD ProVision architectures. Presented this BEA product as a demo to the Business Transformation Agency (BTA).

Supported reengineering efforts for AF Operational Support Enterprise Architecture (OSEA) processes. Documented and created architecture artifacts in support of Value Stream Analysis (VSA) and Rapid Improvement Events (RIE) (LEAN initiatives) for AF Deployment Management, Operational Support Command & Control (OS C2), and Full Spectrum Threat initiatives.
