• An environmental review is the process of reviewing a project and its potential environmental impacts to determine whether it meets federal, state, and local environmental standards. • The environmental review process is required for all HUD-assisted projects to ensure that the proposed project does not negatively impact the surrounding environment and that the property site itself will not have an adverse environmental or health effect on end users. • Not every project is subject to a full environmental review (i.e., every project's environmental impact must be examined, but the extent of this examination varies), but every project must be in compliance with the National Environmental Policy Act (NEPA), and other related Federal and state environmental laws.

The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.

Responsibilites include: Manage capital construction projects; Work with design professionals to develop a scope of work for the creation of plans and specifications for a project, prepare bid documents, prepare cost estimates and bid information; conduct pre-bid conferences and issue addendum during the bidding process; conduct bid opening; review and make recommendations on successful bidder; prepare letter of award, contract and notice-to-proceed as authorized by the department director; conduct pre-construction conference and construction inspections at the work site; monitor construction schedule and budget, and issue change orders, as approved by the department director. Perform final inspection. Monitor project through the warranty period.
