Serving as Applications & Web Services manager responsible for managing Project Management and Requirements management both system/software development life cycle competencies for the MSFC IT Services (MITS) contract. Previous responsibilities included leadership and oversight of the Business Applications software development group responsible for development, modernization, enhancements and sustainment of MSFC Business Applications and Web sites.

Responsibilities included leadership and oversight of the Business Applications software development group responsible for development, modernization, enhancements and sustainment of approximately 300 applications, 100 employees and a budget in excess of 11 million dollars. In this capacity, lead the software development organization in defining, implementing and institutionalizing the organizations Software Engineering Framework (SEF), a CMMI like framework that enabled the organization to operate in a repeatable manner. This implementation supported ISO9000 audits with excellent results, improved the performance of the organization and reduced contract risks.

Served as system/software engineering liaison the Office of the Chief Information Officer (OCIO) at Marshall Space Flight Center. Significant accomplishment included the implementation of an Executive Information System providing senior MSFC Management information for decision making purposes. Additionally, identified the need and provided a potential roadmap for phased implementation of an applications portfolio management system at MSFC.

Provided Business Development support to include marketing, qualification of potential subcontractors and proposal activities targeting NASA, Army, city, state and commercial opportunity pursuits. Contract awards included four commercial contracts. Engagements included CMM Assessments and Audit preparation support for A-P-T Inc., Chase Manhattan Home Mortgage, and two engagements for Quality Research Corporation. For each award, performed SEI CMM mentoring and was part of the team that performed three assessments.Served as Domain Expert Lead, performing IT Infrastructure analysis and developed recommendations for the Department of Interior IT Management Reform Study. The study addressed the management and potential consolidation of data centers, desktop support, networks, help desk and application portfolio for the federal agency.As Manager of Systems Engineering, was responsible for the systems engineering organization on the Defense Integrated Military Human Resources System (DIMHRS) program, an effort to provide an Enterprise Resource Planning solution to automate manpower and personnel functions across military services. As a trained facilitator also served as the facilitator coordinator between established Integrated Product Teams (IPTs), process management, contract management, the government and technical teams with a specific emphasis on Technical Architecture and Systems Engineering processes.

Managed the technical implementation of External Interfaces to the Defense Commissary Information System (DCIS), and information system that provides the Defense Commissary Agency (DeCA) with an automated means to operate a commissary, from ordering products to reporting cost to the Defense Financial Accounting Systems (DFAS). Responsible for providing leadership and support to the implementation of SEI/CMM life cycle concepts on the DCIS program, including implementation of standardized, repeatable processes both internal and external to the External Interface organization as well as continued process improvement efforts. Responsible for budget in excess of half a million dollars.

Served as Applications Development Manager and Data Administration Manager with BIS, a now defunct company of Boeing. Responsible for the life cycle development of applications for the NASA headquarters and Marshall Space Flight Center contracts. As Data Administration Manager, Responsible for the design of external system interfaces to the Reserve Component Automation System (RCAS), the mapping of the external data to the RCAS data and the standardization of all data according to Department of Defense Data Standardization regulations and guidelines. I was responsible for the management of forty analysts including five subcontractors and a budget in excess of four million dollars.

Responsible for implementing software for the following business functions: Resource application to include ordering, procurement and cost functions for Marshall Space Flight Center; a fleet inventory application for the U.S. Coast Guard, a cost management database system for the U. S. Air Force. System/Software designs included the design of a Child Support Enforcement system for the states of Nevada, New Hampshire and Connecticut.Created engineering and scientific applications to automate: a communications and control system to provide electronic engineers with equipment, wiring and installation data for operator specified air traffic control radiophone configurations for the U. S. Navy and a masked terrain simulation for the U.S. Army's Patriot simulator.
