Developed Key Performance Indicators (KPI) for the IADB and CEABAD to track improvements and measure profitability. The center is an important tool for government officials to learn about telecommunications policies used around the world and their impact. I visited CEABAD in Nicaragua and opened an account to asses their team and facilities. Also, I visited a well known training center in Mexico city (INAP) and learned about their operations to have a better point of comparison of a similar training center.     Developed the Economic Freedom of the Mexican States Index for the Fraser Institute under the direction of Nathan Ashby, PhD. I was in charge of gathering data published and unpublished from various official sources. There was the need to call some government agencies and work with them in Spanish and get access to those data. The Index is composed of 4 areas: Size of Government; Takings and Discriminatory Taxation; Labor Market Freedom and Legal System and Property Rights. We presented the scores and rankings for the thirty-two Mexican states which were calculated for the years 2003 to 2009. The relationship between economic freedom and wages was discussed. There was a significant positive relationship between economic freedom and real wages in Mexico.
