Responsible for the operational, strategic planning and program implementation of the KCCRB overseeing all fiscal and human resource requirements ensuring the success and sustainability of the program. Responsible for recruiting, onboarding, training and maintaining a statewide team of regional response ready professionals to deliver crisis response services. Designation as the State Mental Health Authority during declared disasters, responsible for the procurement and administration of FEMA Immediate and Regular Services Crisis Counseling grants for the Commonwealth of Kentucky. Responsible for Office budget consisting of general administration funds, federal grant funds and all reporting requirements related to grant funding. Research, develop and deliver training and educational presentation for KCCRB statewide team, elected officials, and community leaders. Provided operational oversight to all activities of the human resource department including but not limited to: ensuring compliance with all federal and state laws and regulations, employee recruitment, onboarding and retention, investigations & disciplinary actions, implementation of employee benefits, workers compensation, secondary employment requests, alcohol and drug testing program, employee evaluation system, employee safety & health program for 5,000 plus employees in 120 counties. Draft and implement Cabinet personnel policy and procedures. Develop and deliver training related to personnel issues, employee development, leadership, management and performance review training. Represent KYTC at personnel board hearings, civil hearings, mediation and at all forums requested by the Cabinet Secretary such as legislative committees and public interest groups. Provide technical advice and assistance to cabinet management staff and attorneys assigned to represent KYTC in personnel matters.

Provided technical advice and support to command staff on personnel actions, pertaining to sworn and civilian staff.Researched, drafted and implemented promotional system for sworn personnel. Drafted and published the Kentucky State Police Annual Report. Developed new and revised existing departmental policies.
