Working with the Secretary of Housing, to assist and oversee the programs, functions, activities related to housing production and preservation, real estate finance, and community development for the Rhode Island Department of Housing. Participate in the development and implementation of any legislation or regulation having an impact on housing production and preservation.

Established new non-profit lending platform to provide low-cost flexible capital to projects and partners serving low- and moderate-income communities and individuals in Maine, New Hampshire, and Vermont. Developed and implemented the Upper Valley Loan Fund & Workforce Housing Initiative to increase the supply of workforce housing in the Upper Valley region of New Hampshire and Vermont -- an initiative which received an award for collaboration and innovation from New Hampshire Businesses for Social Responsibility.

Led strategic initiatives to drive growth and community impact by increasing access to capital for underserved markets, cultivating inter-agency and cross-sector collaboration, and building capacity to address critical housing & community development needs.

Directed administration of statewide homeownership programs including homebuyer tax credits, mortgage financing, and down payment assistance programs:- Set mortgage interest rates for all products based on market conditions, cost of funds, and mission impacts and coordinated pipeline hedging with finance team - Managed departmental staff responsible for reviewing and approving mortgage loans to be securitized and sold or purchased as agency investments to ensure compliance with financing requirements- Provided technical guidance to staff and lending partners with respect to program requirements and Internal Revenue Code compliance for tax exempt bond financed mortgages - Developed and maintained relationships with external partners including loan originators, the master servicer, government mortgage insurers (FHA, VA, & RD-USDA), private mortgage insurers, and guarantors (Fannie Mae & Ginnie Mae)- Developed new programs and products to expand affordable housing resources and mission impacts

- Allocated tax exempt bonding authority of $20 million annually and issued tax exempt private activity bonds for qualified projects - Prepared and implemented Capital Improvement Plan for Senior Housing Development Program - Financed new senior housing projects and monitored developer compliance with financing terms - Financed First Time Homebuyer Program through issuance of tax exempt private activity bonds and provided oversight of program administration - Prepared and implemented Qualified Allocation Plan for over $900,000 of federal Low-Income Housing Tax Credits annually - Administered twelve Tax Increment Financing (TIF) Districts - Provided oversight of compliance monitoring for Bonds, Tax Credits, and TIF

Directed administration of over $15 million of annual state and federal (Section 8) rental subsidy programs as member of agency’s senior management team: - Managed department with 15 full-time employees plus contractors - Provided technical guidance to staff, program partners, and participants regarding Federal and State rules and regulations governing the programs- Prepared and administered department budget- Coordinated programs and services with other federal, state, and county departments, including Community Corrections, Human Services, HUD, and Minnesota Housing

- Prepared municipal plans for implementation of the New Jersey State Plan and secured endorsements from the Plan Implementation Committee of the New Jersey State Planning Commission - Petitioned the State Planning Commission on behalf of local governments to secure preferential funding and permit review status for projects that substantially advanced state planning objectives - Developed and implemented municipal Fair Share Housing Plans to meet Mt. Laurel housing obligations as determined by the New Jersey Council on Affordable Housing - Supervised staff of three Housing Coordinators responsible for administration of municipal housing rehabilitation programs funded by HOME, CDBG, and a variety of state funding programs

- Administered Section 8 housing assistance including Certificates, Vouchers, and Moderate Rehabilitation programs- Represented the agency on inter-agency panel addressing services coordination for low-income households- Assisted in preparing the agency’s Consolidated Plan: coordinated public hearings for 5-county region and collected housing market data
