As the OCYF Medical Director, Dr. Monaghan provides guidance on the health needs of the children, youth and families served by all of OCYF’s programs, including each of the Division of Youth Services facilities. A licensed Family Practice physician, Dr. Monaghan earned her M.D. from the University of Mississippi and completed her residency training at St. Mary’s Hospital in Grand Junction. She has experience with medical and behavioral health consultation for geriatric patients and adults with disabilities, clinical outreach to primary providers on HIV prevention, sexual health promotion and opioid overdose prevention. Her experience in organizational development, change management, quality improvement, health equity and policy/process improvement is invaluable to OCYF and the children, youth and families we serve.Prior to joining CDHS, Dr. Monaghan worked at Colorado Department of Public Health and Environment where she served as the Director of Public Health Partnerships. In that role, she and her team built partnerships with government agencies – federal, state and local – as well as nonprofit organizations and elected officials to promote public health services and maintain a strong public health infrastructure.
