I started at Subway, Franchise World Headquarters in April, 2022 as Lead Counsel, North America Franchising, Region 3 (Midwest) handling all franchise-related legal matters in 15 states. Between August, 2019 - April, 2022, I served as the Agency Legal Director (General Counsel) for the Department of Mental Health & Addiction Services (DMHAS), a CT state Agency with more than 3300 empolyees. I was responsible for directing all legal operations within the Legal Affairs Unit, providing legal advice to all DMHAS divisions, policy review and development, complex case litigation research & management for state and Federal litigation, advising on Healthcare Compliance & HIPAA, FOIA, and CHRO. Prior to 2019, I served as the Meriden, CT City Attorney, responsible for all legal matters including contracting, litigation, and regulatory compliance. I supervised the in-house counsel staff, managed outside counsel, advised human resources, and oversaw the company's risk management and compliance function. Serving as the City Attorney required me to have knowledge and experience in a wide array of legal fields - zoning, taxation, civil rights, FOIA, election law, contract negotiation, litigation and employment law issues that I advised my clients on daily. I appeared before administrative agencies, served as first chair at numerous bench trials, first and second chair in federal jury trials, and briefed and argued matters before the CT Appellate Court and the Second Circuit Court of Appeals. In 2012, I successfully wrote a brief in opposition to a Petition for Certiorari for the US Supreme Court. My responsibilities as City Attorney later transitioned to one in which I managed litigation being handled by outside counsel and negotiating commercial documents on behalf of the City.
