Oversee the training and education programs for Army National Guard Recruiting and Retention, Logistics, Finance, Human Resources, Computer Security, Strategic Leadership, Professional Military Education, and Faculty and Staff Development.

Serves as the Director of Training for the Strength Maintenance Training Center (SMTC). Provides guidance and renders decisions to ensure maximum efficiency, economy and effectiveness of training development and training execution at the SMTC. Uses experience and technical expertise in the analysis, design, development, implementation and evaluation of training products and materials to include: Program of Instruction, Course Administrative Data, Training Support Packages, lesson plans, and other supporting material for the curriculum of 13 courses. Integrates the Army Learning Model (ALM) into all phases of training. Collaborates with various divisions of the National Guard Bureau, Soldier Support Institute, U.S. Army Accessions Command, U.S. Military Entrance Processing Command, and Training and Doctrine Command concerning the solution of complex training issues and to coordinate changes affecting the training development and execution at the SMTC. Plans work requirements, personnel needs and recommends major organizational change based on existing or anticipated changes to the SMTC or Army National Guard Recruiting and Retention operations.

Develops, maintains, updates and evaluates resident and non-resident training including computer based instruction distance learning courses. Writes and edits course objectives, lesson plans, Course Administrative Data, Program of Instruction documentation, Individual Training Plans, instructional material, executive summaries, and official correspondence for the National Guard Bureau, Recruiting and Retention Command and Training and Doctrine Command. Plans and conducts a wide range of evaluations, studies, surveys of training, and surveys of doctrine materials. Develops, writes and coordinates audit trail documents for functional and Military Occupational Specialty courses. Develops, maintains and executes courses within standards set forth in TR PAM 350-70. Manages course materials using Training Development Capability (TDC), SharePoint, Blackboard (BB), and other online tools to ensure courses are properly planned and executed. Ensures Critical Task Site Selection Boards are carried out in a timely manner and are in compliance with TRADOC guidance. Researches Army, National Guard, and TRADOC publications as well as civilian resources i.e. books, journals, articles, and electronic sources for use in writing academic materials. Interviews Subject Matter Experts by asking relevant questions, actively listening to capture necessary information, and responding with timely follow-up questions in order to write, maintain and update academic materials. Designs and creates online training courses, presentations and assessments using elearning development tools, such as Lectora.

Analyzes, designs, and develops Training Support Packages (TSPs) in compliance with Army and TRADOC accreditation requirements. Researches, updates, develops, validates, and delivers TSPs and current training material in order to maintain relevant and current topics delivered by the Training Centers. Writes, develops and reviews all instructional material for resident, non-resident, and distributed learning courses using Adult Learning Theory. Develops and writes course objectives, lesson plans, and course content using the Analyze, Design, Develop, Implement, and Evaluate (ADDIE) process and Adult Learning Theory. Uses the Training Development Capability (TDC) to write training materials such as the course administrative data, program of instructions, lesson plans, and individual tasks. Completes TSPs utilizing the results of the Critical Task Site Selection Board (CTSSB) to ensure all training offered is current. Ensures all finished products, including lesson plans, training aids, programmed texts, or computer assisted instruction remain in compliance with Army and TRADOC accreditation standards. Evaluates training through participant evaluations of courses and revises programs by updating course objectives, lesson plans, and course content. Reviews training products for educational soundness, adherence to the school’s training philosophy and to the Training Center Chief’s strategy. Reviews and revises the training program materials by analyzing critical tasks, determining or refining lesson objectives, writing task condition statements, identifying skills and knowledge, writing task performance specifications, and designing learning steps and activities while determining best sequencing of learning objectives. Interfaces with other organizations, National Guard Bureau, Soldier Support Institute, Recruiting & Retention School, TRADOC, and civilian counterparts to resolve evaluation issues.

Advised the Chief Operations Officer on matters of morale, personnel assignment and utilization, promotion, award recognition, professional development, and training for the 72-person Operations division staff; provided written and oral evaluations of subordinate personnel. Managed the operational information dissemination for an organization with over 1200 personnel; analyzed 450 support requests from higher headquarters and external agencies and coordinated as appropriate. Reviewed, evaluated, prepared, and published 350 deployment, employment, and redeployment plans and orders. Managed up to 10 overlapping projects; coordinated budget, resources, time, personnel, technology, and stakeholders for 19 high-profile events. Compared manpower and equipment authorization documents with the organizational mission, structure, and functions and recommended revisions; saved the Army over $800,000. Analyzed Army and Federal regulations, publications, and procedures and recommended changes to our processes; led to a 50% increase in efficiency of the communication and workflow within the organization. Prepared and presented written and oral reports to high-level personnel in the Department of the Army and external agencies involved in the preparation of national security and intelligence policy. Anticipated requirements for the organization’s annual master planning calendar; provided recommendations to solve conflicts in time, personnel, or resources. Advised and mentored the organization Safety Officer; reviewed procedures, plans, and doctrinal publications and recommended changes.
