• Responsible for around 135 staff and a $40M budget• Recruited in 2007 to strengthen the Department’s policy analysis capabilities and impact and to lead the creation and implementation of strategic policy frameworks.• The Policy and Strategy Group provided policy services to the Department and its Ministers on issues affecting agriculture and natural resource management, forestry, fisheries, energy and earth resources. It also shaped the Department’s input into whole-of-government strategies on portfolio-wide matters such as regulatory reform, water trading and infrastructure investment. Examples include rural and urban water reform; conservation of biodiversity; creating markets for ecosystem services; trade and genetically modified crops; pastoral leasing arrangements; aquaculture regulation; the competitiveness of the Australian pigmeat industry; and work arrangements in container stevedoring.

Founding co-editor (with Professor Rod Tyers) of the Australian Journal of Agricultural and Resource Economics. This journal, published by Blackwell, replaced two journals previously published by the Australian Agricultural and Resource Economics Society.

Managed a Branch focused on evaluating the performance of Australian governments in providing business inputs relative to international best practice, to highlight progress in microeconomic reform in the government sector. The research scope included direct services to business such as quarantine and inspection, tax administration and investment promotion, as well as framework services such as business licensing, environmental regulation, the patents system and corporate governance.
