Throughout my 28+ year career, I have had various project management responsibilities, including preliminary design, applications for funds, subsurface investigations, geotechnical engineering, civil design, bidding and negotiating services, construction engineering, inspection, staking, and project closeout, as well as overall assistance with any issues that may arise. Since 1989, I have served as the Principal Engineer in responsible charge for design and construction engineering on all Projects for which the Firm is Engineer of Record. I have been the Professional Engineer responsible for the design of concrete and asphaltic mixtures as well as materials testing for soils, concrete, asphaltic mixtures, and aggregate for more than 20 years. In addition, I serve as the Principal Geotechnical Engineer. My geotechnical experience encompasses a broad range of more than 450 projects in the nearby geographical region for site characterization, design, and construction of power lines, power plants, towers, hospitals, airfields, land farms, educational facilities, commercial/retail centers and much more. I have performed the majority of structural pavement design in Lea County for roads, airport runways, parking facilities, etc.

Upon graduation from New Mexico State University in 1984, Mrs. Hicks joined the firm as an engineer. After several years of success¬ful project completion, she purchased the firm in 1990 and is now sole owner and principal engineer. Mrs. Hicks is responsible for public relations, corporate development, and all aspects of projects. Her expertise in researching, writing, and expediting funding applications for grants and loans is an instrumental service to clients. Throughout her 30+ year career, Mrs. Hicks has had various project management responsibilities including preliminary design, applica¬tions for funds, soils investi¬gations, civil design, bidding and negotiating servic¬es, construction engineering, inspection, staking, and project closeout, as well as overall assistance with any issues that may arise. In addition, Mrs. Hicks developed and maintains important ties both locally and throughout the State of New Mexico, which are beneficial for the client. Debra gained relevant experience over the past 30+ years with projects ranging from a 1983 airport lighting project to a wide array of experience including private site development, water and sewer systems design, local streets, county roads, municipal arterials, state and federal highways, and locally, state and federally funded airport projects. Specific projects include Millen Drive Extension, Lea County Access and Development Road, Llano Estacado Relief Route, Cannon Meadows (Cannon AFB), and North Grimes Roadway Improvements. Mrs. Hicks also served as the Principal Engineer for Zia Park and Black Gold Casino, handling design/build coordination, permitting, annexation, state land permits, offsite utilities, and site development.
