Led and organized community-wide annual Holocaust commemorations for Northern Virginia and suburban Maryland bringing together hundreds of diplomats, elected officials, community & interfaith leaders, Holocaust survivors and their families, teens and adults. Oversaw educational programs that reached over 2,000 youth annually.

As Director for D.C. and Virginia Government and Community Relations, I oversaw advocacy that produced a near perfect record on our top priorities over 10 years and helped secured $3 million in government grants for Jewish agencies. I organized public policy discussions and candidate debates, including some of the largest Mayoral and Congressional debates in particular races. In my community relations capacity, I led outreach efforts to intergroup partners, the media, law enforcement, educators, and hosted the largest local Holocaust commemoration for the Northern Virginia community. My outreach to intergroup partners included service on local interfaith boards and advisory groups and deepening bilateral ties with interfaith leaders. My media outreach included press releases and interviews with local and national media outlets on issues affecting the Jewish community. With local and national law enforcement I hosted security briefings for Jewish institutions and sent security advisories. I developed trainings for educators on Jewish themed topics in our efforts to foster a welcoming environment for Jewish and all minority students in schools.

Coordinated with the National Security Council, Office of Management & Budget, Defense & Energy Departments and several other Federal agencies to develop and execute over $1B in U.S. non-proliferation assistance, especially pertaining to former Soviet weapons scientists. Responded to Congressional inquiries on non-proliferation. Directed government programs through the U.S. Civilian Research & Development Foundation in support of peaceful and sustainable R&D in the former Soviet Union. Improved cooperation between non-proliferation offices and commercial interests to provide more sustainable employment opportunities for former weapons scientists. Developed financial structure to track and report on nearly $3B in annual U.S. Government assistance to former Soviet satellite countries and trained 20 person staff on using these financial reports to better analyze and execute assistance programs

Oversaw local staff of 9 and over a dozen budget officers in 6 different countries that managed ARCENT’s $1.7B budget for post 9/11 war efforts and stationing through the Middle East and Africa. Developed new financial tracking and analysis systems to insure sufficient resourcing for operational plans. Created and implemented training program for all forward deployed Resource Managers. Developed ARCENT’s long range budget planning submission for the Pentagon and Forces Command. Successfully responded to two General Accounting Office audits. Developed support agreements between U.S. agencies and provided financial guidance and training on logistics exchange agreements with other nations.

Oversaw USAREUR’s agreements program for more than $100M in annual logistics exchanges with nearly 3 dozen friendly nations, including those supporting operations in Bosnia and Kosovo. Created and led the logistic exchange program training that became a model for other commands throughout the Department of Defense. Drafted guidance for new NATO & DoD regulations and USAREUR Operating Orders on multinational support. Developed financial components of the first Status of Forces between the U.S. and Hungary. Led USAREUR’s team that negotiated with Hungarians to recoup over $30M in tax relief based on the new agreement.

As a Presidential Management Fellow (8/1993 – 8/1995), I performed a breadth of responsibilities supporting military peacekeeping operations:For the US Mission to the United Nations: represented the United States at United Nations Conferences on Contingent Owned Equipment, which developed policies for reimbursing nations for peacekeeping support. Produced US Department of Defense (DoD) cost estimates & presented them to the UN resulting in a $20M reimbursement to DoD for UN peacekeeping operations.For the National Security Division of the Office of Management and Budget: analyzed model for contingency operations costing. Researched troop deployments and costs for past contingency operations. Wrote briefing for the Director on 20 years of DoD supplemental appropriations. Briefed National Security Director on Congressional activity on the FY96 Defense Authorization /Appropriation Acts, and FY95 Supplemental. For Peacekeeping Operation in Haiti and at Fort Bragg Headquarters: created financil reports to support United Nations reimbursements. Created databases and reports to monitor $30M in obligations for Operation Uphold Democracy - Haiti. Wrote After Action Report for Pentagon briefing following my deployment. For the Office of the Secretary of Defense – International Security Policy: drafted budgets for the $400M annual Cooperative Threat Reduction (CTR) Program and tracked Congressional appropriations and DoD financial obligations for the CTR program. CTR funds the Former Soviet Union to eliminate nuclear weapons. For Army Program Analysis in Evaluation (PA&E): monitored Army unfinanced requirements during creation of the Army’s 6 Year Budget Forecast.For Army Budget Operations and Support Division: assisted in defending $1.1B in Army funds before Office of the Secretary of Defense. Briefed decision makers on flaws in the Army management System Codes (AMSCO) and provided alternate solutions.

Raised $700,000 through direct mail contributions. Projected and budgeted direct mail program and tracked results. Negotiated with mail houses for production of monthly 30,000 piece mailings. Wrote and designed solicitations and newsletters. Interviewed over 50 candidates for Congress. Designed database to track political campaigns. Monitored all federal campaigns. Allocated over $1 million in political contributions. Acted as liaison to NatPAC members, Allocations Committee and nationwide political community.
