Coordinate the investigative and administrative enforcement activities of the civil rights professionals within the External Civil Rights Compliance Office (ECRCO) of the EPA. Provide technical experts with guidance in formulating and pursuing legally sufficient civil rights investigations, Propose and assist in establishing metrics and reporting standards that will demonstrate accomplishments of the ECRCO.

As Fair Housing and Equal Opportunity Director for HUD's Baltimore Center, I was responsible for overseeing enforcement of federal civil rights laws affecting housing throughout Maryland, DC and Virginia. Enforcement activities include the investigation of individual complaints of housing discrimination as well as the review of the plans and policies of jurisdictions receiving HUD funding in these three states.

• Oversaw investigation and conciliation of individual complaints of discrimination in Maryland, DC and Virginia. • Developed methodology for efficient coding and tracking the progress of complaint investigations in all three offices. Methodology adopted region wide and still in use. • Managed performance of investigators in three offices, including training and coaching, rating, and taking disciplinary action when appropriate.

• Reviewed complaint investigations prepared by HUD’s regional offices throughout the country for sufficiency. Prepared findings to be issued by Department presenting the relevant evidence, theory, and determination in each investigation. • Member of taskforce which wrote and edited the Department’s first Title VIII Complaint Investigation Handbook, which established protocol for the conduct of fair housing investigations. • Member of Annual Report Taskforce.• Other Assignments–During time with HUD I have been asked to take on specific tasks temporarily. Specifically, in 1998, I acted as Special Assistant to the General Deputy Assistant Secretary for a period of four months. In 1996 I acted as a Public Affairs officer for the Department for six months. Both of these assignments took place at HUD Headquarters in Washington DC.

I was detailed to Public Affairs to provide an insider's understanding of fair housing issues and investigative work in order to assist the Department with a rolling out a weekly "drumbeat" of important housing discrimination stories.
