Engages in service to the School of Nursing (SON), the College of Science, the University, and the community:• Serves as Chair of the SON Standard IV Committee, which is tasked with evaluating program effectiveness by assessing achievement of program outcomes• Led the redesign of a Systematic Evaluation Plan to assess achievement of SON program outcomes, including the development of measurable indicators and targets, annual analysis of data, and report writing for program accreditation• Serves as a member of the University’s Institutional Review Board Committee• Serves on the Curriculum Development and Graduate Committees within the SON• Serves as a member of the Stanislaus County West Side Community Emergency Response team (CERT)• Utilizes Appreciative Inquiry, Adult Learning, and Action Learning methodologies• Revised and adapted curriculum to incorporate emerging trends in the field • Developed Key Informant Interview template to glean qualitative data from students

Provides technical expertise, training, and facilitation expertise to non-profit and other institutions in the areas of public health, program development, program evaluation, leadership development, strategic planning, team building, and staff development. • Worked collaboratively in an international team of 3 to conduct an independently end-of-project program evaluation of a 5-year, $150 million, CDC-funded public health program in Africa (2017);• Provided strategic planning & proposal development expertise that resulted in the 2017 award of a 5-year, $400 million, CDC-funded, health commodity supply chain program;• Served as a the lead technical writer on an USAID $500 million global health proposal, which was successfully awarded in 2015; • Provided curriculum development assistance to the newly funded National Leadership Academy for the Public’s Health program; • Facilitated the transition of a $45M USAID-funded public health program from the first award to the continuation award, evaluating staffing patterns and recommending systems improvements; • Designed & led two 3-day strategic planning retreats and four 1-day strategic planning workshops;• Designed and developed 4 case studies evaluating and documenting successes of a public health leadership change projects;• Facilitated 2 senior management retreats, including team building & leadership development components; • Developed operational guidelines and a start-up manual to inform effective start-up of new programs;• Designed and facilitated a Communities of Practice mechanism for a large scale public health capacity development program.

Provides oversight and management of the evaluation components of all programs implemented by the Center for Health Leadership and Practice aimed at improving community health, including a nation-wide public health leadership educational program funded by the Centers for Disease Control and Prevention (CDC). Programs are designed to develop the leadership capacity of multi-sector teams to improve community and population health. • Participates in curriculum design and roll out; • Designs all monitoring and evaluation components, including program logic models and ongoing M&E; • Leads the Quality Improvement Hub charged with implementing continuous quality improvement activities;• Oversees all award compliance issues and management of all sub-contracts and sub award grants; Developed successful grant proposals for continued funding from CDC; and• Developed successful grant proposal for augmented funding for expanded program evaluation from the Kresge Foundation.

Provided technical expertise, training and mentoring for international public health programs funded by USAID, CDC, PEPFAR and the Global Fund in Kenya, Rwanda, Ethiopia, Sudan, Liberia, Georgia, Honduras and Haiti; Assessed, analyzed, and evaluated quality of programming against goals; Contributed proposal development efforts that lead to >$65M in awards; Utilized strong organizational development, strategic planning and communication skills toward improving operational efficiency. Collaborated with Country Directors to stimulate change and create new approaches/solutions; developed capacity of teams and programs in culturally diverse settings.

Led and supervised the start-up of CHF’s first CDC-funded health program in Kenya, achieving targets within the first 3 months and ultimately reaching over >1M Kenyans with HIV/AIDS prevention, care and treatment services. Grew funding from $1.3M to > $10M annually based on quality deliverables achieved in the 1st year. Guided the Kenya Country Team in developing organizational assessments, analysis of gaps, and the development and implementation of capacity development strategies for local partner organizations; Recruited, hired, and trained an all Kenyan staff of >40 who ultimately owned and managed the program, including leadership development and staff mentoring.

Served as lead technical writer on proposal that won $ multi-million funding for a Kenya program; Conducted detailed and comprehensive assessments of HIV/AIDS related activities in Ethiopia, Kenya and Sudan, resulting in program designs aimed at addressing gaps in public health services; Assisted a faith-based organization to plan and conduct an assessment of families living in a Nairobi slum and are impacted by HIV/AIDS; Provided an in-depth assessment of the nursing component of research projects in Kilifi, Kenya, culminating in recommended strategies for the advancement of malaria and HIV/AIDS projects; Represented the health component of a five-member assessment team charged with establishing an assistance program in Eritrea.

Developed assessment methodology, conducted assessments, and compiled in-depth reports with re-entry strategies for consideration by Peace Corps/Washington; Implemented the start-up of Peace Corps programs in Eritrea and Mozambique; Delivered preventive & primary care to Peace Corps Volunteers in Eritrea, Kenya, Mozambique, & Uganda; Initiated a research proposal to assess high-risk behaviors among Volunteers; Completed short-term assignments in Bulgaria, Eritrea, Ethiopia, Lesotho, and Namibia.
