About Deborah Crossley

From 2010 through 2023, I served as a CIty Councilor for Newton, MA, elected at large. I am a registered architect in MA since 1985. I've worked in several small A&E firms beginning 1974 (also while in school) but run a home-based business exclusively since 1987. Most of my work is residential, including private homes as well as deed-restricted affordable (mixed income) and special needs housing for non- profit developers and providers. I am committed to discovering the best solution specific to each clients' needs while exercising sensitivity to site conditions, using quality materials and techniques that will provide enjoyable, long lasting, comfortable and secure living environments. That is, to create homes and environments that are beautiful, durable and energy efficient by high performance standards.Specialties: In the past ten years I have completed eight certified Energy STAR homes to date, three of which require less than half the energy compared to homes built strictly to code. I can provide an investment grade home inspection / energy audit resulting in a clear work plan to achieve measurable results to make your existing older home or building dry and energy efficient.I have taught building science, construction and weatherization techniques in job training programs and at Roxbury Community College.

    I continue to serve as an elected Newton City Councilor, assigned to the Zoning & Planning (Chair) and Public Facilities (former Chair) committees. I also served on Land Use for ten years (granting special permits). I led the effort to bring the MA Green Communities (GC) program to Newton (2010), earning the city multiple grants from the MA Dept. of Environmental Resources (DOER). The first grant was used to deep energy retrofit a 1950s community center (needing major renovations), reducing energy demand by 70%. Overall, the city achieved municipal energy reductions of 9% (2008-2017), while adding to schools and fire stations. Other DOER grants helped fund LED replacements for 8400 street lights, and LED lamp replacements throughout city buildings, totaling over $1.6 million to date. In 2011, I led the Zoning Reform Group, who defined a course of action to restructure the City's land use development zoning ordinances, so as to facilitate the objectives of the City Plan. This effort is funded and ongoing, but highly contentious as we look at specific ways we can support village economies and allow for more housing types affordable to more people. In 2011, I initiated development of a strategic plan to rehabilitate old and leaky city sewer and water systems over 11 and 20 years, respectively. This effort has been fully funded since July2012. In 2015 we adopted a 20 year strategic plan to rehabilitate the stormwater system, funded since July 2015. In 2017, Council adopted high performance municipal building standards pushing the city closer toward achieving very low energy use indices in new schools. In 2019 we adopted ordinances requiring special permit projects to meet specific high performance building standards. I contributed to and supported 2019 adoption of a Climate Action Plan to mitigate climate change, that sets interim specific goals and zero carbon emissions by 2050.
