Equal Opportunity Manager
CurrentOversees overall civil rights compliance for the Department. Responsible for the supervision of staff, such as appraisals, planning/directing their work, approving leave, and hiring/disciplinary action authority. Directs the processing, investigation, and resolution of external complaints of discrimination practices in employment and service delivery. Assists management in reviewing/assessing agency compliance with federal/state civil rights laws and regulations related to equal opportunity in employment and service delivery. Directs the Office of the General Counsel, Equal Opportunity Section through administrative activities of planning, directing and/or coordinating, and assuring statewide implementation of compliance with federal/state civil rights laws, policies, executive orders, rules, regulations, and procedures relating to provision of equal opportunities in employment. Assures the statewide implementation of compliance with federal/state civil rights laws, policies, executive orders, rules, regulations, and procedures relating to the provision of equal opportunity in service delivery. Responds to requests from external federal/state agencies for Department position statements. Provides technical assistance, guidance, and necessary training to Department personnel related to all civil rights activities. Directs the development, promulgation, coordination and implementation of the departmental Affirmative Action program activities and its official plan and monitors compliance with Title VII of the Civil Rights Act of 1964 as amended; Section 504 of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, the Age Discrimination Act of 1975, Florida Civil Rights Act of 1992, and the Americans with Disabilities Act of 1990, as amended. Manages informal negotiations between employees, clients, the Department, the Florida Commission on Human Relations, and the U.S. Equal Employment Opportunity Commission. Develops civil rights training.
