Serves as the human resources manager for District 2, which is comprised of approximately 280 employees. Responsible for all aspects of HR programs as delegated by the Bureau of Personnel Services including but not limited to Employee Relations, Classification, Compensation, and elements of Training. Supervises the District Personnel Clerk in an array of human resource procedures and transactions. Provides operative supervision and technical support to District Two's Area Office Managers and their staffs, with regards to the policies, procedures and practices relating to the area of human resource management, and works closely with other District administrative positions that support the HR functions. The District HRP works closely with BPS to ensure effective communication on all personnel matters. Provides guidance to supervisors regarding priority outcomes and performance expectations. Assists supervisors in assessing employee competencies and outcomes through performance analysis and develops strategies to address performance. Teach performance management strategies and processes, focusing on ways to handle performance challenges, setting clear expectations, and creating employee development plans. Provide performance based training and/or coaching to maximize employee contributions. Provides consultation on evaluation appeal process with both supervisors and employees.Oversees the management of all Human Resource functions for the District Office in Salina.
