Associate General Counsel (GS-15) 2001-2004As an Associate General Counsel, I served as a principal legal advisor to the IG and DIG, General Counsel, and senior IG staff and rendered precedent setting legal advice under the Inspector General Act of 1978, the Whistleblower Protection Act of 1989, and various other federal laws and regulations. I served as a trial attorney, preparing complex litigation reports for the Department of Justice, conducting all phases of discovery, and preparing pleadings and motions. I also provided legal advice related to federal procurement law, environmental law, government ethics, federal criminal law, fiscal law, Indian law, and the Freedom of Information and Privacy Act.

Provided guidance to Department of Defense contracting officers in the resolution of complex, multi-million dollar contract disputes. Reviewed, analyzed and evaluated novel and complex legal disputes arising from the contract management functions. Lead attorney on litigation before the Armed Services Board of Contract Appeals. Devised appropriate litigation strategies for multi-million dollar cases consistent with applicable laws, regulations and precedent.

Rendered advice on a variety of complex federal contract formation and administration issues, and on sales contract issues. Served as Trial Attorney for matters before the Armed Services Board of Contract Appeals (ASBCA), the MSPB, the OSC, the Federal Labor Relations Authority (FLRA), and the EEOC. Provided assistance to Assistant United States Attorneys (AUSAs) and to DOJ Attorneys in federal court cases. Interpreted federal and state environmental statutes and regulations to ensure programmatic compliance.

Managing attorney (1991-1997) responsible for providing legal advice to the Eastern Region Commander, senior management, and to approximately 79 Defense Reutilization and Marketing Offices located in the eastern portion of the Continental United States, Puerto Rico and Panama. Rendered advice concerning government contract administration in connection with the DOD’s hazardous waste disposal contracting mission and with its public surplus sales program. Represented the Agency before the ASBCA, the MSPB, the OSC, the FLRA, and the EEOC, and directed the trial work of subordinate attorneys. Assisted Department of Justice attorneys in Federal court litigation.

Conducted extensive research in contract, tax and federal employment law cases. Prepared full draft opinions under judge’s tutelage, screened cases for jurisdictional defects.
