Responsibilities included the education of the United States business executive community on employment-related immigration matters, helping them to become aware of, understand, and comply with employment-related immigration laws, regulations, policies, and procedures. Duties also included written communication, maintaining information bulletins relating to the I-9 process, employment-based permanent residency, and nonimmigrant categories such as E, H, L, O, P, Q, R, etc. Additional assistance was provided in the form of on-site training, as well as responding to requests for information by telephone and through written correspondence. As a team member, I prepared a gap analysis of staff training needs and an evaluation of call-center performance to identify problems and offer solutions including training needs to improve customer service.

Over saw the state of California with 380 grantees and approximately 1400 active Local Law Enforcement Block Grants and Edward Byrne Memorial State and Local Law Enforcement Assistance Formula Grants totaling nearly $300 million. Responsibilities included outreach to grantees, application approval, budget review, instructed and guided grantees through the process of on-line grant application and grant management including the analysis of financial reports for progress and compliance issues. I was responsible for planning, conducting, and providing oral and written reports on site assessment/evaluation visits with state and local law enforcement agencies for compliance with grant requirements, identify problems and facilitate solutions, and identify, evaluate and document “Best Practices” and prepare written briefings for the Director on the current status of grants and local issues of importance. I assisted in the application/award process for the State Criminal Alien Assistance Program that provided more than $500 million in reimbursement to hundreds of state and local agencies. I participated with a team to develop training objectives and worked with contractors to produce training for grantees in multiple states and traveled to present and evaluate the training provided. I worked closely with the Chief Justice of the Supreme Court of South Carolina and other senior executives at the local and state level to insure program compliance, problem solve, and to insure the most effective and efficient use of their grant funding for two years. My accomplishments included having been selected for and traveled to New York City in support to the Public Safety Officer's Benefits Program following the terrorist attack of September 11, 2001 and I received an Individual Special Act Award in recognition of research and policy development done in support of the Bureau of Justice Assistant's Anti-Terrorism Working Group.

Over saw National COPS grants totaling more than $72 million. Advised local and state law enforcement agencies on the implementation and management requirements, policies and procedures for multiple national grant programs, developed new grant programs and related processes, reviewed grant applications and responded in depth to questions from grantees, potential grantees, other committee members and interagency supervision via verbal and written correspondence. Chaired a working group tasked with determining expedited methods of resolving compliance issues by consensus building and persuading supervision across divisions and established training. Database manager for the Troops to COPS program and responsible for the design and oversight, and quality control for the Troops '99 Reimbursement database, data entry screens and reports employing Microsoft Access. I worked in the capacity of mediator and facilitator between the competing needs of multiple branches, users, designers, supervisors and the contractor for the design and oversight of the Troops '99 award modification database and interface. For the Phase 1 grant program, conducted research and documented the various processes carried out by the grant team and identified the documentation employed in the grant management process. Conducted and evaluated training provided by contractors in order to revise training at a national training conference for recipients of Problem Solving Partnership grants. Coordinated efforts and information on specific grants related to ongoing criminal investigations of misappropriation of grant funds. I prepared a written briefing on Kentucky COPS grants for Laurie Robinson, then Assistant Attorney General (Office of Justice Programs). Organized and supervised COPS representation and booth set-up at the National Council for Crime Prevention's Annual Conference in Washington, D.C.

I provided detailed program analysis, technical information, professional referrals, and conducted research utilizing multiple databases, the Internet, multiple libraries, and alternative resources to provide the most current law enforcement information available to Federal, state and local criminal justice practitioners and researchers. Responsibilities included maintaining an in-depth knowledge of current Department of Justice grant programs, research, recently produced documents, as well as current trends and practices in law enforcement. Additionally, I was tasked with critically reviewing new documents for content before publishing, managing an extensive database of information resources, establishing and maintaining working relationships with other Federal agencies, as well as domestic and international law enforcement agency executives and staff to both gather information and address their information requirements. Duties included extensive travel and exhibiting on behalf of the National Institute of Justice (NIJ) and other Office of Justice Programs’ offices and bureaus at conferences nationwide. As a spokesperson for the National Criminal Justice Reference Service (NCJRS), I created and conducted presentations and training at national conferences such as the National Sheriffs Association, the International Association of Chiefs of Police, and the National Law Enforcement and Corrections Technology Center for law enforcement executives and supervisors. I was also responsible for creating presentations on the available services through NIJ and NCJRS, writing program summaries and other correspondence as necessary, and training information specialists and new analysts in research methods.

Responsibilities included training housing authority executives and staff on the federal grant process and grant writing skills employing an in-depth review of their grant applications for both the 1995 and 1996 funding rounds of HUD's Public and Indian Housing Drug Elimination Program (PHDEP), reviewing and editing a portion of the 1997 Federal notice of funding availability for this program and writing a significant portion of the training guide that accompanied the application for this grant. I provided housing authority supervisors and executives with comprehensive technical information on all aspects of the drug elimination programs, i.e., establishing community collaborations, prevention and treatment programs, and implementation of community policing. Conducted research and analyzed “Best Practices” providing solutions for the operational issues related to the elimination of illicit drugs in public housing developments and wrote program summaries of information and data related to topics of interest to public housing authorities such as suppression of narcotics trafficking, community policing, law enforcement accreditation, and patrol techniques. Provided the Office of the President, Members of Congress, and HUD officials with written reports documenting data and program information related to PHDEP. Prepared program summaries that were presented at the White House sponsored Public Housing Anti-Crime Summit (1996) and other written materials published in various Federal and Clearinghouse publications. I also attended national conferences as a spokesperson on behalf of the Clearinghouse.

Responsibilities included educating Federal contractors, grantees, business executives, and managers on all facets of establishing a drug-free workplace, including the applicable laws and requirements for compliance with Federal law, how to conduct a needs assessment, program planning, policy/program development. Additionally, I provided business executives with solutions and persuasive arguments for the implementation of drug-free-workplace policies and programs. I coordinated the Helpline's professional development and continuing education program and attended national conferences as a representative/spokesperson for the organization. Accomplishments include the establishment of several databases for information related to the needs of the Helpline's consumers and staff training.

Responsibilities included brief individual counseling and crisis intervention for children, adolescents, and adults with acute psychiatric and substance abuse issues. Conducted patient groups, facilitated group therapy sessions, provided documentation of patient behavior and treatment progress, and taught life skills to assist patients in transition to a post hospitalization environment. Evaluated patient behavior and mental status and presented oral and written reports documenting patient condition and solutions to address behavioral issues for supervision and employed skills in conflict management under extreme situations.

Police Officer, Canine Handler, and Field Training Officer (FTO), a law enforcement generalist for more than 18 years, duties included law enforcement and investigations from homicide to shoplifting, exercising powers of arrest, collecting evidence, interviewing and interrogation, preparing reports, and court testimony. I was accustomed to following criminal investigations as far as possible from the initial report, including follow-up investigation, writing and serving search and arrest warrants and interrogating suspects. I worked with special enforcement teams, a foot beat, bicycle and beach patrol, and dispatching with computer assisted dispatching technology and a 911 emergency call system. I was a FTO for nine years and taught new and experienced officers all aspects law enforcement and criminal investigation, provided daily/weekly evaluation of student performance, including recommendation for remediation or dismissal. I assisted with and developed curriculum and evaluation techniques based on task analysis studies, needs assessments, and research. I worked with supervisors, peers and members of other agencies to build consensus on solutions to training needs including training methods and locations for canine training. The curriculum included emergency vehicle operation, pursuit driving, traffic stops (risk and high risk stops), driving under the influence, field sobriety testing, narcotics investigation, surveillance techniques, officer survival methods, ethics, street gangs, interpersonal skills, victim’s issues, crisis management, firearms, patrol procedures, report writing, and court testimony.Supervisory experience included as needed Field Sergeant, Watch Commander and Communication Center Supervisor on several occasions for periods of 2-3 months. I also received extensive training as a peer counselor. Accomplishments included the Santa Monica Police Department's Life Saving Medal as well as multiple commendations for arrests and investigations.
