• Managed scope, quality, resources, risk, budget, communications, and deliverables associated with staging the City of New York $100M+ Emergency Communications Transformation Program Phase 2 (ECTP2) procurement.• Managed relationship between system consultant integrator, integrator’s customer, end users, and numerous vendors. • Managed build, configuration, validation, and factory acceptance tests across seven overlapping staging projects within the Program at multiple locations in Texas, South Carolina, and Illinois.• Coordinated contract modifications and minimized scope creep associated with the removal of Program integrator. Investigations spearheaded by the Mayor’s Office on cost overrun and Program delays precluded the integrator’s continued participation. • Ensured staging projects operated below original budget despite major challenges including software overhauls with multiple vendors, integrated systems design changes, and vendor deliverable conflicts.• Facilitated root cause analysis and resolution of numerous hardware and software defects within multiple suppliers with interconnecting processes and equipment. Engineering team operated under original budget despite significant project scope creep.• Managed proposal generation, oral presentations, design review and contract negotiations; provided oversight of system staging, civil construction, equipment installation, factory and field acceptance testing, subscriber fleetmap, user cutover, and change orders.• Interfaced with and directed multiple disciplines including project managers, account managers, construction managers, services representatives, system technologists, customer technicians, public safety end users (Houston Police Dept. and Fire Dept.), subsystem vendors, and customer consultants.•Coordinated quality, procurement, product development, and product engineering groups for delivery of contract scope including new required system features, on time delivery of road mapped features, and issue characterization and resolution on delivered products.• Managed 3rd party vendors including microwave equipment supplier, customer software developers, engineering firms, installation shops, and civil firms.• Maintained communication with management and senior executive staff to ensure awareness of critical needs including engagement opportunities to address project and customer requirements.
