About Hector De Leon
Originator of THE HECTORDELEON PERSPECTIVE, a private Think-Tank style web journal that places context to the American Latino cultural and political experience.¶ Hector is Senior Advisor for Gov’t Affairs and Public Engagement for the Harris County Clerk’s Office. In this capacity, Hector works to develop and maintain transparent, constructive and inclusive relationships with stakeholders and raise the public’s awareness of the Clerk’s role in the life of Harris County residents.¶ Previously, for 30 years, Hector was directly involved in naturalization, voter registration, voter mobilization and civic-engagement programmatic activities via nonprofits and county Gov’t. ¶ Hector served as a Senior Election Official, Director of Communications, and Outreach Coordinador (2004-2020) in Harris County. In these roles, he led the effort to provide minorities covered by the Voting Rights Act the information and assistance to access the voting process; he authored reports, including best practice papers that were lauded by prominent state and national professional organizations. He distinguished himself by leading the crisis management after a fire destroyed all the County’s voting equipment 67 days before Election Day in 2010.¶ Prior to joining the county, Hector spent 16 years working to increase Latino electoral empowerment.¶ As regional director of the National Association of Latino Elected and Appointment Officials (NALEO) Ed. Fund, 1993 to 2004, Hector teamed with TMO, Ft. Bend Interfaith Council, HCC, HCDE, Churches, schools and other CBOs organizing hundreds of workshops to help thousands of Legal Permanent Residents obtain US citizenship and incorporate into the electoral process.¶ In 1995, in partnership with UNIVISION Communications Inc. in Houston, Hector initiated NALEO’s annual effort to mobilize Latino voters, setting up the organization to be the preeminent non-profit civic engagement entity in Texas.¶ Hector served as assistant director and director of a political action committee named Latinos Unidos. From 1989 to 1994, he organized weekly community meetings, coordinated voter registration block-walks and drives, including at U.S. Natz Ceremonies. ¶ Hector’s work has been cited by media and scholars. He has participated in panel discussions on Civic Engagement, including at the renown nonprofit public policy organization The Brookings Institution in Washington D.C., via the group Do Something.
