The Council Of Governors:End Term Review Of Cidps For 7 Counties
The broad objective of this consultancy was to assess the level of performance of the selected Counties based on the county integrated development plans for 2013-17. With reference to the County Integrated Development Plans, Fiscal strategy documents, all sectoral government policies both national and county, M&E plans and all other relevant county and national documents, the consultancy undertook a thorough qualitative and quantitative assessment of the development plans and implementation reports of all sectors. The consultancy was aimed at assessing the impact of county activities at end-term of the CIDP 2013-17, including an objective assessment of the performance of the indicators at the goal, outcome and output levels.I was responsible for Makueni, Meru and Turkana counties. During the assignment, I worked as an enumerator responsible for obtaining information pertaining to :• Adequacy of staffing levels to achieve county objectives• Impact of political meddling in the execution of county projects• Level of public participation in the prioritization of county projects and initiatives• Mechanisms in place to tackle project risks and issues during execution• The impact county projects and initiatives have had on the livelihoods of locals from economic and social perspectivesAs an analyst, in accordance with international best practice, I used criteria of 5 principles to guide the evaluation process. These principles include; relevance, effectiveness, efficiency, sustainability and strategic alignment. Upon reviewing each county’s plans, budget and fiscal strategy documents, I developed a report on each county’s development record and the impact that the devolved units have had on citizens in their first term, lessons learnt and the way forward for devolution to achieve the desired results.

KBA tasked us with managing the project for the implementation of the first African Banking Payments Ecosystem that allows for real time transaction processing across all banks and deposit taking institutions accounts in Kenya. The project-involved installation of a new payments transactions switch system that would act as a gateway for the exchange of real time transactions across all KBA member institutions.In setting us up for success, I :• Visited all bank teams to pitch the project(43 in total)• Worked as the technical lead in ideation and implementation stages with each of the bank teams• Followed up with each institution on a daily basis to track progress and mitigate emerging risks and issues• Arranged and led UAT sessions with 30 bank teams• Took part in customer journey development and refinement• Ensured all stakeholders were well informed and presented necessary information for decision making throughout the projectBecause of our efficiencies during planning and execution project phases, KBA noted a remarkable improvement in terms of the time taken to on-board banks from the earlier Cheque Truncation Project (CTS) also carried out by the Kenya Bankers Association.Pesa-Link has since transacted Billions of shillings and am proud to have been part of the landmark project.
