With reference to the County Integrated Development Plans, Fiscal strategy documents, all sectoral government policies both national and county, M&E plans and all other relevant county and national documents, the consultancy undertook a thorough qualitative and quantitative assessment of the development plans and implementation reports of all sectors. The consultancy was aimed at assessing the impact of county activities at end-term of the CIDP 2013-17, including an objective assessment of the performance of the indicators at the goal, outcome and output levels.I was responsible for Makueni, Meru and Turkana counties. During the assignment, I worked as an enumerator responsible for obtaining information pertaining to :• Adequacy of staffing levels to achieve county objectives• Impact of political meddling in the execution of county projects• Level of public participation in the prioritization of county projects and initiatives• Mechanisms in place to tackle project risks and issues during execution• The impact county projects and initiatives have had on the livelihoods of locals from economic and social perspectivesAs an analyst, in accordance with international best practice, I used criteria of 5 principles to guide the evaluation process. These principles include; relevance, effectiveness, efficiency, sustainability and strategic alignment. Upon reviewing each county’s plans, budget and fiscal strategy documents, I developed a report on each county’s development record and the impact that the devolved units have had on citizens in their first term, lessons learnt and the way forward for devolution to achieve the desired results. -
