Project manager of Scientific Advisory Committee for Citizens Action Committee responsible for advising local residents regarding the science and engineering of landfill remediation at a 272-acre inactive municipal waste landfill. Provided technical and editorial reviews of RCRA documents. Acted as the liaison between several entities, including the CAC, public, various local and state government agencies and engineering consultant. Presented opinions regarding the technical feasibility of the project at public meetings.Project Director of environmental issues for a consortium of automotive dealerships, leasing companies, parts distributorships and truck up-fitting business located in New Jersey, Kansas, Texas and Ohio. Managed all facets of environmental issues, including: soil and groundwater investigations typically associated with underground storage tanks and/or underground hydraulic lifts; oil-water separator installations and maintenance; trench drain integrity assessments and repairs; environmental compliance audits for preparation of Storm Water Pollution Prevention (SWPP) plans and Spill Prevention, Control and Countermeasure (SPCC) plans; NJDEP’s Right-to-Know hazardous chemical program; and, facility expansion evaluations.

Shrewsbury, New Jersey

Managed investigations of soil and ground water contamination related to on-site operations at petroleum terminals and bus facilities throughout the United States and Caribbean. Implemented LPH remediation that increased yield of recoverable hydrocarbons from 40 gallons per quarter to 1,100 gallons per quarter which reduced the cost of recovering hydrocarbons from $280/gallon to $3/gallon. Successfully negotiated with state agency to limit additional investigation activities based on a comprehensive review of previous investigation results. Provided litigation support. Opened New Jersey office for an environmental engineering company headquartered in Atlanta, Georgia and responsible for the daily operations and marketing of the office.In 1999, Mr. Newcomer received Environmental International Corporation’s President’s Award for exemplary service in recognition of his managerial and technical skills.

Managed and performed field investigations at various state- and federal-oversight facilities. Assisted in the development of injection and extraction well specifications and submersible pump placement for a multimillion dollar ground water treatment system. Performed constant-rate, step-drawdown, and injection aquifer tests and evaluated the test data for use in developing aquifer models. Provided technical support for the evaluation of hydrogeological and analytical data to assess remedial technologies for site remediation. Conducted third-party reviews to assess hydrogeological and contaminant characteristics investigated or determined by others for litigation cases. Supervised the installation and development of monitor, extraction, and injection wells through unconsolidated and rock-formation aquifers. Conducted surface soil, subsurface soil, waste pile, surface water and ground water sampling as well as performed magnetometer surveys. Peformed data analysis using Aqtesolv, Surfer, Grapher, AutoCAD, GTGS, MODFLOW and GMS software packages. Prepared reports for submission to clients and various government agencies.
