* Responsible for aligning performance measures with clinical and financial resources to improve health care quality, facilitate patient safety, guide quality improvement activities, provide external accountability and contribute to pay for performance programs. * Facilitated organizational regulatory compliance for accreditation by the Centers for Medicare and Medicaid (CMS) as well as The Joint Commission (TJC) resulting in two (2) successful TJC accreditation surveys and two (2) successful unannounced surveys by CMS . * Instrumental to the achievement of seven (7) QIO sponsored Medicare Excellence Awards for Quality Improvement in Hospitals, three (3) consecutive Healthgrades Patient Safety Awards, and 2013 Top 100 by Truven Health Analytics. As a result of high clinical quality metrics, achieved #2 of 45 hospitals in the Maryland statewide ranking for quality based reimbursement for two (2) consecutive years. * Hospital leader in the establishment and sustainment of processes to respond to the CMS mandated Recovery Audit Contractor program resulting in a high rate of early resolution at Level 1 and tremendous success at the Administrative Law Judge level. * Instrumental to cross continuum collaboration for multiple State and local agencies, physician practices, skilled nursing and rehabilitation facilities, home health, pharmacies and payers through the development of a Cross Continuum Team chartered to improve care coordination and handoff communication. Reduced overall hospital readmissions from 8.13% to 7.87%. *Served as a subject matter expert on the Veterans Regional Advisory Council for the Tri-county Council of Southern Maryland. Led a team of five senior officers in Strategic Communication training at Navy's Executive Learning Program Office resulting in the development of a Concept of Care Model for Navy Medicine, a model used to demonstrate the role and function of Navy Medicine during peacetime and wartime contingencies. * Task Manager for two multi-year strategic management contracts totaling $1M in support of Navy Medicine Strategic Planning. Conceptualized transformation of primary drivers toward strategic goal development resulting in a First 100-Days Plan for a newly appointed Navy Surgeon General thereby jump-starting Navy Medicine's highest priorities. * Provided contract oversight for General Electric, Inc. to educate and facilitate implementation of Lean Six Sigma (LSS) throughout Navy Medicine. Served as advisor for business rule development and the use of LSS as a continuous process improvement strategy. Coordinated efforts between Headquarters and four (4) geographic regions within the United States.

* Oversight for comprehensive, operational, contingency and healthcare support to 12,000 enrolled active duty and other regional beneficiaries assigned to Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Naval Test Wind Atlantic and Naval Air Station. $14M operating budget and cost containment for $10M civilian network care. * Received full accreditation by The Joint Commission and successful Navy Medical Inspector General Survey for Federal Law compliance. Received accolades for medical readiness of active duty deploying to combat. Successful Occupational Safety and Health Program survey and College of American Pathology Accreditation. * Instrumental to the twice tested integration of a coordinated Emergency Management Plan between the medical treatment facility, Naval Air Station, local community Emergency Management System and civilian network hospital resulting in improved regional disaster preparedness. * Partnered with local community hospitals to provide seamless delivery of health care between military outpatient care and civilian network inpatient admissions through the use of the Hospitalist programs as well as expanding the network referral management system resulting in improved access to care for enrolled beneficiaries. * Member, Multiservice Market Commander's Executive Board composed of regional Army, Navy and Air Force Commanding Officers within the National Capital Area contributing significantly to transformation efforts for a unified medical command.

* Regional oversight for $3.3 billion managed care. Responsible for population health and disease management, claims and customer service, information technology, policy and analysis and HIPAA implementation for the TRICARE region between Virginia and North Carolina.* Coordinated region wide implementation of disease management programs to include diabetes, hypertension, breast health and asthma resulting in organized epidemiological surveillance of and treatment for diseases endemic to the region. * Instrumental to the disestablishment of the regional office in support of new TRICARE contracts facilitating relocation of over 50 civilian employees to positions in newly established regional offices thereby ensuring continued employment of valuable employees with no decrease in regional service levels.
