Responsible for requirements and rules definitions for rules-based implementation of veteran’s benefits system in ILOG Jrules utilizing agile methods. Facilitated daily team scrum meetings and held JAD sessions with SMEs. Maintained epics, user stories, and tasks in Rational Team Concert (RTC) as well as requirements in Rational Requirements Composer (RRC).Also, responsible for performance analysis and testing. Developed performance testing plan and scripts using Jmeter for the VBMS-R application architecture implemented with Java Spring, Spring MVC, Hibernate frameworks interfacing with Oracle and Weblogic application servers.

Responsible for the architectural scope, vision, planning, and execution of a new State Trauma Registry (STR), serving as a trauma data warehouse, replacing several MS Access databases and standardizing over 500 files of 180 data fields in varying file formats each quarter. Developed business architecture, performing analysis of as-is business processes and developed to-be (target) business processes for the re-engineering of the STR as well as modeling reference and domain models. Created roadmap to include an interim solution phase for the STR as part of the Business Intelligence solution (data warehouse) in SQL Server 2008 (integration, analysis, reporting services). Composed business case, developed scope, performed gap analysis for a buy vs. build solution, including a Request for Information (RFI) for the long term operational solution. Developed system architecture as well as technical architecture (server, network) for the interim solution. Developed new FL Trauma Data Dictionary standard, designed XML and modeled the BI schema. Addressed issues with current Trauma Data Standard and coordinated development of interim standard with trauma centers and their vendors, as well as testing. Organized and facilitated FL Trauma Data Group meetings with external stakeholders, including trauma center medical directors, surgeons, nurses and EMS medical providers. Performed analysis of as-is business processes and developed to-be business processes for the re-engineering of the Unemployment Compensation departments and systems. The business processes included a business model with process flows modeled in BPMN 1.1 as well business requirements with process improvements. Member of the Lead System Integrator Contractor (LSIC) Architecture team and contributor to the System Architecture Plan including the Application Architecture, Transition and Sequencing Plan for current and target architecture end state, and Scope. Reviewed and provided input to Business, Information and Infrastructure Architecture plans as part of the EA framework used. The Paperless Initiative purpose is to improve benefits claims processing as well provide veterans the capability of submitting claims on the web, upload supporting documentation, and view the status as the claim is processed. The technologies leveraged in the architecture included COTS for Enterprise Content Management/Imaging (IBM FileNET P8), workflow (IBM Business Process Manager BPM), correspondence (Adobe Lifecycle), database (Oracle Enterprise Edition, Oracle RAC) and custom J2EE portlets and web services (Oracle BEA Web Services) on a Sun platform.

Responsible for determining current and target state of DOH enterprise architecture, starting first with the Division of IT and infrastructure. Lead analysis for operational business process improvement leveraging ITIL best practices. Developed project plans and maintained project in DOH project portfolio for governance. Created uses cases and architecture to implement federated Service Desk, integrating existing systems using a SOA architecture for the Configuration Management Data Base (CMDB). Architectural reviews of existing systems developed in VB.Net/Sql Server 2005 to leverage best integration strategies. Implemented Service Desk using a COTS package (Numara Footprints) in SqlServer 2005, with web services interface capabilities. Processes implemented include ITIL Incident, Problem, Change, Release, and Configuration Management. Spearheaded the next evolution of governance to include EA and encompass strategic alignment thru EA methodologies. Proposed hybrid EA framework involving Zachmann, FEAF, and TOGAF. Provided expertise in the analysis and design of the HMS. Responsible for overseeing deliverables of two other analysts, as well as promoting standards for analysis within the DOH. Developed and UML object modeled over 50 system use cases as well as providing expertise for over 300 system use cases, all maintained within the Reqpro and Rose. Ran JAD sessions to gather requirements. Performed business analysis delivering a business model with over 20 business use cases for both HIV and TB program areas. Designed SOA framework leveraging web services via an Integration Broker serving as an Enterprise Service Bus for all system interfaces. Designed HL7 interfaces to internal and external laboratories. Reviewed use cases for billing and billing interfaces to Medicaid, Medicare, and other billing entities. HMS is a public health system to be deployed to over 15000 users distributed throughout the state at County Health Departments. This web application is developed entirely in an OO database, Cache with HTML, Javascript, Cache Server Pages (CSP) and Cache objectscript. Components of the HMS system include Medical Client Registration and Eligibility, Scheduling, Services, Care Coordination, Billing, Healthy Start, HIV, TB, Medical Records, Immunizations, and Dental.

Responsible for requirements gathering in the form of use cases for online technical exchange services. Implemented object model and design with JSP/HTML browser client and custom beans within Apache/Tomcat container. Numerous design patterns to facilitate MVC including Front Controller, Business Delegate Strategy, Factory, Template and Singleton. Information gathered stored in Postgres database.

Responsible for analyzing business requirements and developing use cases and object models for Veterans Benefits Award System. Implement Object Model for both business and data models in C++, using as baseline the Rational Rose generated code and VETSNET architecture. Designed custom business services for the 3 tiered architecture that includes: VB Clients communicating via Tuxedo TP Monitor on Sequent NUMAQ machine to Oracle Database. The 10,000+ users of the system will distribute $18 billion worth of compensation and pension benefits to veterans per year. Also designed and developed framework in C++ (VisualStudio) for automatic generation of letters in MSWord based upon retrieving user data from RDBMS. Approximately 2000 rating specialists each send an average of 5 letters per day. This system has been in production for 10 years. The custom methodology used was evaluated to be CMM level 2, applying for level 3, using a modified version of the Rational Unified Process (RUP).

Technical Implementation Lead Responsible for requirement analysis and data conversion for the LASER system. Designed and coded data conversion utilities to convert DEC VAX CAD files to system formats. Developed data extraction servers in Java and C++ to query release hub data from Sybase 11 database. Technical Design Lead Responsible for the delivery of requirements and over 50 Use Cases as well as initial design for the local information processing (LIPs) component, Product Description. This component of moderate complexity drove system processing and defined the final outputted product sold to NMR customers. Final deliverables include a UI for end users, an interpretive interface to facilitate computations and formatting, a CORBA Solaris DB server encapsulating a Sybase RDBMS, and interfaces to support other dependent systems. Involved in function point analysis with a score of 50000+. Developed OO methodology using UML, as well as the software development process.

Spearheaded research and development of the Apple Iphone Platform.

Responsible for design, development, integration, test, support, performance tuning, and benchmarking of two-tier UNIX client/server architecture for two primary commercial products: NRIdentity Certification and Verfication Solution Sets. Certification product used to provide biometric identification from matching a single finger image against a finger image database of hundreds of thousands. Verification product used to provide biometric identification of two specific finger images. Server, written in C, services hundreds of clients (UNIX and Windows) using TCP/IP sockets and was deployed on HP-UX 700, 800, and K series using HP-UX 9.x and 10.x; IBM RS6000 running AIX platforms. Server in production in several commercial bank and state welfare programs to prevent fraud. Authored detailed design, developer user manual, and coding standards documents.

Project for customer: GTE, now VerizonResponsible for performance tuning, benchmarking, and integration of three systems: System Services, Subscription Services, and Ordering Collection system to replace current mainframe and business processes. All servers were developed on HP 9000-700/800 servers utilizing OOP technologies interfacing with 14G Informix database. System Services consisted of C++ libraries constructed to encapsulate common UNIX/database interfaces such as Print, Audit, Data, File, Security, Transport (TCP/IP), Threads, Shared Memory, and Validation/authentication. Development of systems executed at remote sites involving multiple vendors.

Project: Redhook Responsible for developing application that contained an OPENLOOK GUI hosted on multiple networked Sun LX's running Solaris 2.3. Preliminary and detailed OOP design of acquisition of digital data from hardware subsystem using TCP/IP communication and storage of data to Artecon optical platters. Application implemented in C++ on networked Sun LX servers. Programmed and provided inputs to ICD's for special interfaces to serial and parallel ports using Solaris device drivers.

Electronic Warfare Programs: Carol, Hybrid, SSJTEResponsible for architecting and implementing two Electronic Warefare systems. Delegated tasks to a team software engineers. The two systems were similar in client/server architecture but implemented spread spectrum and frequency hop signal intercept and jam technology. Both Systems were delivered on time and within budget.Software Engineer, GAS Division: SDI: Distributed Intelligent Network Communication, Brilliant Pebbles 6/89-11/90 Responsible for the Development and testing SDI ground based networking algorithms in Ada using Harris proprietary GENESIS network simulator. Analyzed Open Systems Interconnection (OSI) network and transport layer algorithms, Flood and Forward (FF), point to point, and Versatile Message Transaction Protocol (VMTP).

Designed software drivers on a HP workstation that interfaced to various diagnostic equipment (oscilloscopes, spectrum analyzers, etc.) for the laboratory.
